Why doesn’t everyone pay attention to pipeline static bonding and grounding protection?

The construction site where I work is for a gasification project; the entire project includes many process units, which are connected to each other through pipe galleries. The equipment, pipes in the pipe galleries, and pressure pipes at the construction site have all undergone pressure testing in accordance with the design documents and construction specifications, by the construction units. However, before the pressure test, no static bonding plates were welded to the outer surface of the pipeline in advance. Now the pressure testing is complete, and each unit is in operation, but neither the construction contractor, the general contractor, the supervision agency, nor the owner has noticed that static bonding has not yet been carried out on the pipes connected to the pipe racks within all the units. Does it really mean that not performing an electrostatic bonding carries no risk at all?
Of course, for some of the pipeline trunks under my management, all static bonding was completed in accordance with the static bonding layout diagram before pressure testing.
Those who have worked on gasification projects know that there are oxygen, syngas, methanol, hydrogen, carbon monoxide, liquefied petroleum gas, and many other flammable and explosive substances.
Construction and inspection were not carried out in accordance with the standards! The acceptance definitely won’t be approved
