Application scope of 90-degree right-angled welded elbows

Hello, Sea Friends! Right-angled welded elbows were seen on the pipe galleries of the air separation unit; is the use of such elbows in compliance with the regulatory requirements? In what situations is it suitable?
Suitable for steel structure connection joints, not suitable for fluid transport purposes.
Elbows are used for fluids! In the case of photos, 90% of them require rework! Right-angle elbows are commonly used in HVAC systems!
Could you tell me about the standards for HVAC construction? Let me check if there are any requirements regarding right-angle elbows in there.

Yes, there are no elbows. I just want to know whether this approach meets the regulatory requirements and which regulations it violates. This was seen in the pipe gallery of the empty area in the chemical plant. I think it’s inappropriate, but I can’t find any evidence.
That is the outer tube of the vacuum jacket, used for insulating the cryogenic medium; the expansion at that end is there to monitor the vacuum level and the suction port. No problem.
