Slight leakage at the flange seal surface of the oil tank drain tray

I have a question: there is a slight leak at the flange seal surface of the oil storage tank’s drain tray, at the location of the bolt holes. The gaskets used are oil-resistant asbestos rubber gaskets. Is it possible to apply sealant at those bolt holes in order to stop the leakage? What kind of glue is better?
It’s not very large, but it can be tightened down
