What is the purpose of adding a short vertical section to the pipe?

The pipeline carries fuel gas; I can’t figure out what purpose this small, enclosed section of pipe serves The short vertical pipe on the right side of the valve.
It might be a reserved port; a pipe cap could be made for it, which might be cut off later to connect another pipe.
My guess is that it was originally a branch pipe, but it was canceled later, so a pipe cap was added to seal it off
Why block it? Isn’t a flange cover simpler? When it’s sealed off, reconnecting requires welding work, and the fuel gas pipeline still poses a significant risk. I’m curious.

I feel the same way; there’s a higher chance it will be completely shut down and not used anymore, with no way out – it will be utterly blocked. Judging from the condition of the valve gauge, it’s been around for quite some time; it’s likely to have been modified.
