According to the specifications for the construction and acceptance of petrochemical and national standard pipelines, it is required that for chromium-molybdenum alloy steel, nickel-containing low-temperature steel, molybdenum-containing austenitic stainless steel, nickel and nickel alloys, titanium and titanium alloys, as well as zirconium and zirconium alloys – pipes and pipeline components – verification tests for the main alloying metal elements shall be carried out using spectral analysis or other methods, with the test results documented in a test report. However, all these materials are provided by the Party A and are taken from Party A’s warehouse; they are not purchased by the construction party on its own for use in the construction work. Therefore, which party should be responsible for the inspection of these materials, and who shall bear the associated costs?
It has nothing to do with which supplier is used; things are done in accordance with the regulations, and fees are charged based on those same regulations
The specifications do not specify who is responsible for carrying out this task; should it be done by the construction company itself or by the purchasing party? The purchasing unit should have a verification procedure for the materials upon their arrival, before storing them
You can ask the purchasing department to do it; the relevant documents need to be provided to you as handover materials
