Why does the fixed steel plate welded from 2205 material rust?

It is made of 2205 material. All of them are 2205, but only this thick one shows obvious rust. This steel part was laser-cut. No other processing was done. Everyone, please help analyze the reason. Thin ones and steel pipes are fine; there’s no problem with flanges either. The environment in which it exists is the same as well.
Is this rust caused by oxides remaining after thermal cutting that weren’t removed?
