Should new standards or old standards be applied during the renovation or repair of pressure pipelines?

As is well known, relevant standards are constantly being updated. Therefore, in our operations we will surely encounter the need to modify or repair pressure pipelines. The question is: should we follow the original standards from the project construction phase, or the current standards? For example, for the same specifications under the same temperature conditions, the allowable operating pressures specified in versions 97 and 2009 of the HG/T 20592 standard differ significantly. Therefore, during renovation or maintenance, should we replace the old materials according to the original specifications, or should we purchase materials with new specifications (different wall thicknesses) in line with the requirements of the new standard? :)

The standards are set by time limits; whether it is new construction, renovation, or maintenance, all work is carried out in accordance with the current valid standards.

The last clause in laws and regulations usually states that this regulation shall come into effect as of the date of its issuance, and the previous \"XXXXX\" shall be repealed simultaneously.
I remember that there was a rule stating that the original wording should be followed, and that new standards should be applied; however, I can’t recall which specific standard it was, nor do I remember the version
