In accordance with Appendix E of the \"Rules for Licensing Special Equipment Production and Filling Units\" (TSG 07-2019) and clause 4.16 of the \"Implementation Opinions on Matters Related to Administrative Licensing for Special Equipment\" issued by the General Office of the State Administration for Market Regulation (Document No. Shi Jian Te She 32), those who already hold a certificate as a pressure pipeline design approver shall continue to follow the provisions set out in Document No. [2017]1336 issued by the Quality Inspection Office. In other words, design approvers no longer need to obtain the corresponding qualifications in accordance with Article 6 of the \"Rules for Permitting the Design of Pressure Vessels and Pressure Pipelines\" (TSGR 1001-2008). The pressure pipeline design unit may conduct training and assessments for the design approval personnel either on its own or by entrusting a third-party professional agency, to ensure that they possess the necessary capabilities. During the evaluation, the appraisal and review agency shall conduct a closed-book examination on-site lasting no less than 3 hours (with questions generated from a question bank) to assess the design approval personnel of the design unit’s understanding of standards and specifications as well as their professional knowledge, in addition to a drawing analysis defense session lasting no less than 1 hour for each person. If the design entity submits, during the appraisal review, proof that the aforementioned personnel have passed training and assessment conducted by a third-party professional institution, the appraisal review body shall verify the content and results of such assessments. For those who meet the required competence standards, the training and assessment results from the third-party professional institution can be accepted and included in the explanatory materials of the appraisal review report. In 2021, the State Administration for Market Regulation issued a \"Notice on Soliciting Opinions on Reforms Related to Administrative Licenses for Special Equipment,\" which amended and adjusted the \"List of Licenses for Special Equipment Manufacturers\" contained in the \"Notice of the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment\" (No. 3, 2019). It is clear that design approvals for pressure pipelines of all categories and levels are granted solely by the provincial market supervision departments. To support the delegation of design approval rights for long-distance pipelines of GA category (GA1 and GA2 grades), the training and assessment programs will include content related to the training and assessment for such pipelines.
