Can’t sodium carbonate be added when circulating water is used to clean the pre-membrane?

Now our company's circulating water system is cleaning the pre-film. The pH in the pre-film stage is too low. I want to adjust it by adding sodium carbonate. The manufacturer says that sodium carbonate cannot be added. Calcium chloride or sodium bicarbonate should be added. Do any of you sea friends know the reason?

This is a common practice, but I personally think it is: Adding sodium carbonate generates sodium bicarbonate, which then combines with excess hydrogen ions to generate water and carbon dioxide. If sodium bicarbonate is added directly, water and carbon dioxide are directly generated, which is more effective.
The main thing I want to know is why sodium carbonate cannot be added. You said that sodium carbonate can be added.
