How to clean chlorine pipelines?

A new factory has been built, but no production has taken place there yet. The pipes ranging from the liquid chlorine vaporization unit to the downstream reaction vessels are made of carbon steel with a diameter of DN80, and their total length is approximately 1500 meters. Trial production is planned soon; I would like to ask how to clean these chlorine pipes There should be quite a bit of rust inside.

Blow with steam 2–3 times, and there must be a cooling process! Then use compressed air to speed up drying!
