Are stainless steel tubes used in the turbine chiller?

Many damages to the turbines used in chlorine production are caused by leaks in the chlorine coolers, and tube leaks in these coolers are usually due to corrosion on the water side. Although anti-corrosion coatings are generally applied, local corrosion still occurs due to issues such as the quality of those coatings, resulting in corrosion-induced leaks in the tubes. Is it feasible to consider using stainless steel materials such as 316L for manufacturing these tubes? I hope friends can discuss it
Titanium tubes definitely won’t work; they will burn when exposed to dry chlorine gas
Add a corrosion inhibitor to the water and control the pH properly
It definitely won’t work; the water side is fine, but the chlorine side deteriorates very quickly, and the heat exchange performance of stainless steel is half that of carbon steel
