Overflow problem in the chlorine drying tower

Gentlemen, our company currently uses a process that involves 2 packed towers and 1 bubble column for chlorine drying. It has been observed that in winter, the liquid from the bubble column can flow over to the second packed tower and then to the first packed tower, but this does not happen in summer. Logically, in summer the temperature is high, the viscosity of sulfuric acid is low, and the resistance is small, so it should be easier for overflow to occur. Then why is the resistance even greater in summer?
Was it built new or has it been in use for many years? Does the same problem occur every year? Generally, such problems occur only when the pipeline is blocked
