Why does the moisture content in liquid sulfur exceed the limit?

Liquid sulfur and water are immiscible with each other, and there is a large difference in their densities; logically, water should evaporate slowly from the surface. So why is the moisture content in liquid sulfur still above the acceptable level? Is the excess moisture water slightly dissolved in liquid sulfur? Are they still enclosed in liquid sulfur with properties similar to those of emulsions? What is the maximum water content that liquid sulfur can have?

The liquid sulfur was not neutralized because the storage tank containing it caught fire; steam could not be used to extinguish the fire, so a large amount of water had to be poured in to put out the flames. A few days later, large amounts of white smoke emerged from the exhaust chimney, and it is initially suspected that the moisture content in the liquid sulfur might have been too high.
If a rapid sulfur melting tank is not neutralized with alkali or lime, the heating coil located at the liquid surface will be corroded very quickly.
