Is a 24-inch wall necessarily a load-bearing wall?

The exterior wall is constructed with bricks as the building material, and its top beam is 250 mm thick; both the beam and the floor are made of reinforced concrete. The wall appears to be a brick-concrete structure. Is this wall a load-bearing wall? Is it possible to create a hole with a diameter of 700 mm at a distance of 150 mm from the window on this wall?
Whether it has strong load-bearing capacity depends on the force transmission path. As for whether windows and doors can be installed and what size the openings should be, it depends on the seismic resistance rating; refer to Article 7.1.6 of GB50011-2010.
