Three key things to keep in mind when using a second-level constructor for licensing purposes! 1. When it comes to using a certificate on behalf of someone else, never approach intermediaries to do this; instead, go straight to the company that needs the certificate. To date, there is still a high demand for second-level constructor certificates in the market, as the market has not yet reached saturation. Therefore, it’s definitely possible to find someone willing to use such a certificate. 2. Uses of the certificate: (1) For second-level construction engineers, it is used for enterprise qualification audits, qualification upgrades, adding new qualifications, annual inspections for work safety licenses, bidding processes, and taking on projects; (2) When it is used for qualification audits, upgrades, or adding qualifications, initial registration (that is, right after passing the exam for the first time) does not involve any insurance coverage or transfer of rights, nor is there a need to take the B certificate exam. If an agent claims otherwise, they are lying. ⑶For purposes such as qualification review, qualification upgrading, adding new qualifications, and the annual inspection of the safety production license, it is common for companies to require the B certificate; this is normal, as the constructor’s certificate must be used in conjunction with the B certificate during the annual inspection of the safety production license. Similarly, without having the insurance coverage in place, an insurance certificate is required during the annual safety inspection; if the relevant employees have not transferred their social insurance, the company can find a way to resolve this issue by preparing an envelope. Speaking of this, if a company truly intends to use it for this purpose, then for those of us who have the necessary certificates, there is no risk at all. But if you have obtained a Class B certificate, unscrupulous companies will usually use it to engage in risky activities without your knowledge, such as participating in bidding processes (in case they win the bid) or taking on projects on behalf of others. The Second-Class Constructor Certificate is a requirement for those who want to work as project managers, and companies use it to undertake projects alongside the B Certificate. The responsibilities and risks associated with being a project manager can be understood by looking at construction management practices; therefore, in such cases, the costs are far more than what is mentioned in the second point. Under normal circumstances, the cost for managing a project is around 3,000 to 4,000 per month! When handling a project, it’s essential to specify the costs associated with it in the contract. These fees are used for qualification audits, qualification upgrades, adding new qualifications, annual inspections for work safety licenses, and bidding processes. It’s important to note that in the case of bidding, social insurance coverage will not be provided nor will there be any requirement to obtain a B certificate. In addition to safety and quality issues, the person who engages in such affiliation cannot avoid liability, and in serious cases, they may even face imprisonment. In fact, as long as one has their social insurance transferred, the company will generally go ahead and obtain a Type B certificate on our behalf (this certificate isn’t very valuable nor is it difficult to obtain, provided the company is willing to cover the costs). This certificate is then used together with the Second-Class Constructor qualification for project work. Therefore, it’s best not to transfer one’s social insurance when using such certificates; this way, in case of any issues, we can use our social insurance records to prove that we have no contractual relationship with the relevant company (since agency contracts are legally invalid, they cannot serve as proof of anything). This also helps to reduce the risk associated with the responsibilities of those who use such certificates. The above five points regarding the uses of construction engineers emphasize that only when working on projects is it necessary to have all the required elements in place: having a project assigned, proper social security coverage, and holding a Class B certificate; none of these can be missing. 3. Status of the affiliation fee receipt: Online or through intermediaries, they claim to be \"verifying full payment\"; explain what is meant by this \"verification\". First is the qualification certificate, which is a certificate of results issued by the Personnel Network upon notification to the relevant authorities for processing. Second is the registration and practice certificate; typically, an agency or company uses the qualification certificate to apply for registration at the ** department. Once registration is successful, it can be verified online. So be sure to ask clearly whether the full payment is due upon seeing the certificate of conformity, or whether it is due after the registration information can be verified online. Generally, the so-called “license” held by intermediaries or companies is a registration practice license, and the registration details can be found online. When submitting the certificate of compliance, the agent or company will give a certain amount as an advance payment, but once the certificate falls into their hands, they become less enthusiastic toward us and are also reluctant to pay the remaining balance. When registration is delayed due to intermediaries or companies, and the final payment is postponed, we are left helpless; we can only allow them to manipulate us at will, and even have to beg them to complete the registration as soon as possible. Are we at fault? The responsibility lies not with us, but with the intermediaries or companies; yet we can only do nothing about it... So everyone must make sure to know what \"certificate\" is required before paying in full.
