On October 13, CNOOC Offshore Engineering Co., Ltd. (hereinafter referred to as “CNOOC Offshore Engineering”) announced that the kick-off meetings for the BH EPIC turnkey project in Qatar were held in Tianjin and Singapore. This marked the full commencement of the largest international offshore oil and gas engineering turnkey project undertaken by a Chinese company, further advancing energy cooperation between China and Qatar. The Qatar BH EPIC EPC project is invested and developed by Qatar Energy, with a contract value of approximately 4 billion US dollars. The project is located in the Bul Hanine oil field in Qatar’s territorial waters of the Gulf of Persia, about 100 kilometers east of Qatar’s coastline, with a maximum water depth of around 40 meters. The project scope includes the design, procurement, construction, transportation, installation, and commissioning of over 60 individual offshore oil and gas facilities as well as 40 submarine pipelines; it also involves the renovation of existing platform facilities and the demolition of decommissioned platforms. The amount of steel processed exceeds 130,000 tons. The variety of tasks involved and the complexity of the work involved in this project are both record-breaking. A responsible official from CNOOC Engineering stated that in the next step, the company will continue to accelerate its internationalization efforts. It will integrate its domestic experience in standardized design, achievements in digital transformation, as well as the advantages of its complete industrial chain into international project development, thereby providing higher-quality, more professional, and more valuable \"turnkey\" solutions for the construction of marine energy infrastructure and economic development under the Belt and Road Initiative. This will help enterprises along the domestic industrial chain to expand their operations overseas as well.
The Qatar BH EPIC EPC project is another offshore oil and gas field development project in Qatar that CNOOC Engineering has successfully secured, following projects such as NFA, NFPS COMP2, ISND5-2, and RUYA. In recent years, CNOOC Engineering has focused on the Middle East market, making full use of the cluster of projects in this region as a \"bridgehead\" for its overseas operations. It has coordinated the development of the market and project management in the Middle East, and established good cooperative relationships with Middle Eastern oil companies such as Saudi Aramco and Qatar Energy. Through the implementation of a series of successful projects, CNOOC Engineering’s comprehensive international engineering EPC capabilities have gained high recognition in the Middle East market, laying a solid foundation for the company’s further expansion in international markets.
As a strategic core project of Qatar Energy, the BH EPIC development area is located in the Bul Hanine oil field in the Gulf of Persia, with operating depths reaching up to 40 meters. The project encompasses the full-cycle construction of over 60 marine facilities, covering the entire process from design to procurement, construction, transportation, and installation and commissioning. It also involves complex tasks such as the laying of 40 submarine cables, the upgrading of existing platforms, and the demolition of decommissioned platforms. The amount of steel processed alone exceeds 130,000 tons, which is roughly equivalent to the amount of steel used in 18 Eiffel Towers. The challenges associated with technical coordination and project management reach new heights in the field of international offshore engineering. The successful completion of this landmark project is rooted in the decade-long trust built between Chinese companies and Qatar Energy. Leveraging the experience gained from landmark projects such as NFA, NFPS COMP2, ISND5-2, and RUYA, CNOOC Engineering, as the main contractor, has gradually developed a comprehensive set of capabilities ranging from modular construction to end-to-end EPC services. This has enabled it to establish a professional image for Chinese offshore engineering in the Middle East market. At present, CNOOC Engineering has established a regional management framework with the Middle East as its strategic hub, and has forged stable cooperative relationships with world-leading oil companies such as Saudi Aramco. Its advanced capabilities in international EPC projects have become one of the key advantages for Chinese companies to compete in the global energy sector. From a strategic perspective, this project adds dual value to China-Kazakhstan cooperation. As a world-leading exporter of liquefied natural gas, Qatar’s energy supply capacity aligns well with China’s needs for energy security. This partnership facilitates a shift in the relationship between the two parties from traditional \"energy trade\" to a deeper form of partnership across the entire industry chain, laying the foundation for future cooperation in areas such as new energy development and the application of carbon reduction technologies. Under the framework of the Belt and Road Initiative, such projects have become examples of China’s high-end equipment and technologies going global: the modular construction techniques and undersea cable systems developed in China will be utilized on a large scale internationally. Meanwhile, these projects bring together resources from countries such as China, Singapore, and Kazakhstan to create a model of cross-regional cooperation, offering a replicable and scalable \"Chinese solution\" for the development of energy infrastructure along the Belt and Road routes.
