Walkway on top of the tank

A stepped walkway on top of the tank is a design approach that is relatively uncommon.
Look at the panorama from a different angle. Why is it designed this way?
Is the truss design on top of this storage tank also meant to serve as a walkway?
There should be handrails, right? It’s way too basic; what if something happens? . . . . What if a person rolls down? PS: It’s probably not finished yet, right?
This should serve as a gantry crane beam.
““Gantry crane beam”? After the tank is lifted, are there any other heavy objects that need to be lifted using the crane beam? Isn’t it more cost-effective to use a truck crane rather than this beam?
