Construction begins on Shaanxi Yueneng’s 1 million-ton-per-year project for high-end chemical materials

From May 10th to 11th, the commissioning ceremony for the ethylene oxide (EO) reactor and propylene oxide (PO) reactor of Shaanxi Yueneng Fine Chemical Materials Co., Ltd.’s 1 million tons per year high-end chemical materials project (hereinafter referred to as the project) was held in Nanjing. Bi Yajun, Executive Director and General Manager of Yulin Fine Chemicals, Ren Guoyu, Chief Engineer, and the heads of relevant departments attended the meeting. Those who also attended this meeting included representatives from Sinopec Nanjing Chemical Machinery Co., Ltd., Hualu Engineering Technology Co., Ltd., and China Tianchen Engineering Co., Ltd. At the meeting, Sinopec Nanjing Chemical Machinery Co., Ltd., the equipment manufacturer, provided a detailed report on aspects such as contract implementation, ordering of key materials, and progress in drawing design. The participants had in-depth discussions and exchanges on aspects such as the design and submission of equipment drawings, raw material procurement, production planning, manufacturing progress, quality control measures, and on-site construction. Bi Yajun pointed out that the aforementioned reactor is the core equipment of the key systems in this project; its manufacture is difficult and requires a long time. All parties involved need to strengthen cooperation, work together, and make every effort to advance the design and manufacturing of this equipment ； Adhere to high-level design, high-standard implementation, and high-quality manufacturing to ensure the delivery tasks are completed on schedule. The successful holding of this kick-off meeting marks the entry of the long-term equipment manufacturing phase of the project into a full-scale implementation stage, laying the foundation for achieving the project’s construction goals on schedule. Recently, the draft environmental impact assessment report for Shaanxi Yueneng Fine Chemical Materials Co., Ltd.’s “1 million tons per year high-end chemical materials project” was made public for comment. Construction Content: It mainly includes a 400,000 tons/year DMTA plant, a 200,000 tons/year ethylene oxide plant, a 200,000 tons/year polyether superplasticizer monomer plant, a 100,000 tons/year propylene oxide plant, a 260,000 tons/year hydrogen peroxide plant (at 27.5% concentration), an 80,000 tons/year acrylic acid plant, a 120,000 tons/year butyl acrylate plant, a 400,000 tons/year acrylate emulsion plant, a 400,000 tons/year polycarboxylate superplasticizer plant, as well as supporting auxiliary facilities. Total project investment: The total investment for this project is 968,000 million yuan, of which 34,958 million yuan is allocated to environmental protection measures, accounting for 3.61% of the total investment. Land area: The total land area required for this project is 99.89 hectares. Construction design: Site preparation for the project began in February 2024 ； It is planned to start ground work and road construction across the entire site in June 2024; foundation construction will begin in September 2024, equipment installation will start in 2025, and completion of the project is scheduled for October 2026. The project uses purchased methanol and purchased toluene as raw materials; through a DMTA unit, mixed xylene, ethylene, and propylene are produced, with C4+ compounds and heavy aromatics as by-products. Mixed xylene is exported as the final product, while the olefins are further processed to produce ethylene oxide and various derivatives such as polyether-based water-reducing agents, propylene oxide, acrylic acids and their esters, acrylic ester emulsions, and polycarboxylate water-reducing agents. The project’s main products are 400,000 tons of acrylic emulsion and 400,000 tons of polycarboxylate superplasticizer. Recent progress on the project: On March 15, a workshop on water treatment for this project was held in Yulin. On March 6–7, the P&ID review meeting for the process package of the project’s 400,000 tons per year methanol-to-xylene aromatics (DMTA) plant was successfully held in Guangzhou. On February 26-27, a review meeting for the process package of the project’s 200,000 tons per year ethylene oxide (EO) plant was held in Xi’an. On February 20, the second review meeting for the project’s general layout plan was held in Yulin. On January 27-28, a review meeting for the project’s 100,000 tons per year propylene oxide process package was held in Tianjin. On December 28, 2023, the overall design review meeting for this project was held in Tianjin. On December 14, 2023, the full text of the report on the changes to the soil and water conservation measures for this project was made public. From October 26 to 27, 2023, the meeting for the preliminary design of the project was successfully held in Tianjin. On August 10, 2023, Tianchen Engineering Co., Ltd. and Shaanxi Yueneng Fine Chemical Materials Co., Ltd. held a signing ceremony for the contracts related to the overall design as well as the basic design of auxiliary facilities for this project; contracts for the basic design of HPPO and hydrogen peroxide production units; contracts related to the HPPO process package; and contracts for the supply of HPPO catalysts.
