On November 28, a symposium on on-site experience sharing regarding domestic PX (p-xylene) technology and equipment, along with a meeting to promote the \"Petroleum and Chemical Industry Planning and Layout Plan (Revised Version)\", was held in Yangpu, Hainan. The meeting emphasized that the results of the application of domestic PX technology and equipment show that various key indicators are superior to those of other plants built during the same period; it was recommended that relevant departments adopt a neutral policy, while enterprises should adopt an open attitude to promote their use. At the meeting, Sinopec Engineering Construction Co., Ltd. and Sinopec Hainan Refining & Chemical Co., Ltd. presented the development and operation status of domestically produced PX technology and equipment, while the Petroleum and Chemical Industry Planning Institute outlined the detailed rules for the evaluation and adjustment of the revised version of the \"Layout Plan\". In addition, the Liaoning Provincial Department of Industry and Information Technology, Hainan Yangpu Economic Development Zone, Sinochem Energy Co., Ltd., Zhejiang Petrochemical Company, and Wanhua Chemical Company gave typical presentations on the work carried out to promote the implementation of the \"Layout Plan\" as well as the progress made in the preliminary stages of related projects. Liu Yongfang, deputy chief engineer at Sinopec Engineering Construction Co., Ltd., said that China is the third country after the United States and France to possess complete PX production technology. The domestic PX complete set technology was first demonstrated on an industrial scale at Yangzi Petrochemical in 2011, and was then applied in the large-scale 600,000-ton/year PX project at Hainan Refining & Chemical in 2013. The application results show that the economic indicators of several key technologies in domestic technology are superior to those of other similar installations built during the same period. At present, Hainan Refining & Chemical is building a million-ton PX production facility using domestic technology, with commissioning expected in the first half of next year. Wang Jiangping, Vice Minister of the Ministry of Industry and Information Technology, said that through technology introduction, digestion and absorption, and further innovation, domestic PX technology has not only promoted the development of related technologies, processes, equipment, and materials in China but also resolved the bottleneck issues in the country’s PX production technologies. It has made positive contributions to shortening the construction time for PX production facilities in China and accelerating the growth of this industry. He pointed out that further research is needed to assess the applicability of domestic PX technology packages, and care must be taken to avoid intellectual property disputes both domestically and internationally during the process of technological innovation; domestic PX technology should be promoted and applied with an open mindset and neutral policies. The meeting also promoted the revised version of the Layout Plan. Wang Jiangping pointed out that the development of the petrochemical industry should adhere to the principle of planning first and cautious development, and follow four key principles: giving priority to safety and environmental protection, conducting scientific and rational planning, optimizing resource allocation, and promoting coordinated development of the industrial chain. All regions should adhere to the principles of openness and neutrality in carrying out this plan, strengthen supervision throughout the whole process – especially during and after implementation – to prevent the NIMBY effect, and carry out proper work such as monitoring public opinion. This conference was organized by the Raw Materials Industry Department of the Ministry of Industry and Information Technology, with the support of Hainan Refining and Chemical Industry Association. Nearly 50 representatives from relevant ministries and commissions such as the National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Emergency Management, the industry and information technology authorities of relevant provinces, large petrochemical companies like Sinopec and CNPC, industry associations, and research institutions attended the meeting. After the meeting, the delegates also visited Hainan Refining & Chemical’s 600,000-ton/year PX production facility.
