Can tire oil be refined into a raw material for diesel blending?

With policies supporting the pyrolysis of used tires, an increasing amount of tire oil has become available. This oil is generally used as fuel, and it is said to be used in refining processes as well; some studies have shown that it can indeed be used for such purposes. Refining is usually carried out by small enterprises. Tire oil has a complex composition, so I would like to ask: Is it possible to refine tire oil without hydrogenation or catalysts? Is there a good way?
I don’t think it’s impossible; it’s just a matter of profits. The flash point is too low, and if we cut off the excess material, that will result in losses. And then we need to leave some residue behind, which also results in further losses. Is it still possible to make the accounts work? If the ends are not removed, it has a significant impact on the flash point; if residue oil is not left behind, the color of the product will be very dark, and it is likely to cause considerable damage to the catalyst as well. So I think it’s not that tire oil can’t be produced; it’s just a matter of profit – whether there’s a need to do so.
