I agree with you; for an ethylene plant with a capacity of 1.4 million tons per year, if the construction is to be completed within 14 months as specified in clause 830, this pace is probably unmatched at the moment.
With experience from the first phase, one must race against time in the second phase. The sooner it’s built, the sooner money can be earned; the interest on loans alone is very high.
