Abstract: Li Shousheng interprets the “14th Five-Year Development Guidelines for the Petroleum and Chemical Industry”. On January 15, the China Petroleum and Chemical Industry Federation released the “14th Five-Year Development Guidelines for the Petroleum and Chemical Industry”. To help the entire industry understand the spirit of the “Guidelines” and take targeted actions, Li Shousheng, President of the China Petroleum and Chemical Industry Federation, interpreted the “Guidelines” from five aspects: the development environment during the 14th Five-Year Plan period, development strategies, key development tasks, safeguard measures, and the long-term goals for 2035. Reporter: How do you view the development environment for this industry during the 14th Five-Year Plan period? Li Shousheng: During the 14th Five-Year Plan period, the petroleum and chemical industry will face a complex and severe international situation, but the domestic situation remains stable and positive. The outbreak and spread of the COVID-19 pandemic have had a profound impact on global social development, leading to a significant downturn in the world economy, severe turmoil in financial markets, serious disruptions to international trade, and a sharp decline in demand for commodities. However, the vigorous emergence of a new round of technological revolution, information revolution, and industrial transformation has brought both opportunities and challenges to the economic development of countries around the world through green, low-carbon, and digital transformation. From an analysis of the domestic situation, China boasts significant institutional advantages, and it has a solid foundation for high-quality economic and social development. Therefore, through the further advancement of new industrialization, informatization, urbanization, and agricultural modernization, the huge advantages of the domestic market can continue to emerge and grow. Meanwhile, the widespread application of digital technologies and the breakthrough progress in 5G technology have become important drivers for the sustained economic growth of our country. “The full implementation of the \"delegation, regulation, and service\" policy has also created a favorable business environment in the country, leading to a diversification of market competitors. **The various regional coordination and development strategies introduced have also provided new opportunities for the industry to grow. Reporter: What is the development strategy for the industry during the 14th Five-Year Plan period? Li Shousheng: The 14th Five-Year Plan period marks the starting point for China to achieve its second centenary goal, and it is also a crucial five years for the country to transition from being a major petrochemical producer to a true powerhouse in this field. Therefore, the petroleum and chemical industry should focus on implementing the five new development concepts of innovation, coordination, sustainability, openness, and sharing. With high-quality development of the industry as its main goal, and green development, low-carbon practices, and digital transformation as key priorities, it should strive to establish a new development framework characterized by a domestic economic cycle as the core, with both domestic and international cycles reinforcing each other. Aiming to enhance the core competitiveness of industry enterprises, the industry should adopt strategies such as innovation-driven development, green and sustainable development, digital and intelligent transformation, and talent development, in order to accelerate the construction of a modern petroleum and chemical industry system. This will help China progress from being a major petrochemical country to a strong one, with certain sectors taking the lead in reaching this status. Reporter: What are the key tasks facing the industry during the 14th Five-Year Plan period?
