On February 27, Guangxi Huayi Energy Chemical Co., Ltd. published a public notice prior to submitting the application for an environmental impact assessment for its integrated project for methanol-to-olefins production and downstream processing. The project includes a 1 million tons per year methanol-to-olefins plant, a 300,000 tons per year vinyl acetate plant, 2 × 200,000 tons per year kettle and tubular tail-end EVA plants, as well as associated auxiliary facilities. As early as December 14, 2022, the second public notice regarding the environmental impact assessment for Guangxi Huayi Energy Chemical Co., Ltd.’s integrated project for methanol-to-olefins and downstream processing was released. Construction Location: The project is situated in the Qinzhou Petrochemical Industrial Park, within the Qinzhou Port area of the China (Guangxi) Free Trade Pilot Zone. Its geographical coordinates are 108.619516922 degrees east longitude and 21.716868431 degrees north latitude (central coordinates). To the east of the project site are the high-voltage corridor in the industrial park and Linhai Avenue; to the west are the Hua Yi Phase I and Phase II projects; to the south it faces Suez Hazardous Waste Treatment and the Gas Island Tank Farm across Yingpan Street; and to the north is the Chengxing Phosphorus Chemicals Base. Nature of the construction: Expansion. Scope of construction: A 1 million tons/year methanol-to-olefins plant, a 300,000 tons/year vinyl acetate plant, 2 × 200,000 tons/year kettle-and-tube tail-end process EVA plants, as well as associated auxiliary facilities. The methanol-to-olefins and downstream deep processing integration project of Guangxi Hua Yi Energy Chemical Co., Ltd. is one of the Phase III projects of Hua Yi Chemical’s new materials integration base. In order to further integrate internal resources, promote the structural transformation and upgrading of Guangxi Huayi Energy Chemical Industry, and advance the downstream development of products such as methanol and acetic acid, it has been decided to build an integrated project for methanol-to-olefins and downstream processing within the industrial park under Guangxi Huayi Energy Chemical Co., Ltd. Using methanol as the main raw material, this project will extend the industrial chain further to produce ethylene, propylene, vinyl acetate, and EVA. News from Guangxi Huayi: On December 10, the cargo ship LILY PROMENADE from Kuwait successfully berthed at berth 19 of Hualin Port. The ship was carrying 46,860 tons of low-temperature propane, thereby ensuring a supply route for the raw materials needed by Guangxi Huayi’s 750,000-ton PDH plant in Qinzhou. On November 30, the first batch of PVC products produced by the PVC plant in Phase II of Huayi Qinzhou Chemical New Materials Integration Base was successfully manufactured, marking the official completion and commissioning of Phase II of this facility in Qinzhou. Multiple units at Guangxi Huayi have been completed: On October 31, the propane dehydrogenation unit of Guangxi Huayi New Materials Co., Ltd.’s 750,000 tons per year propylene and downstream processing integrated project, which was EPC-general contracted by Hualu Company, was successfully completed. On October 26, the 200,000-ton/year bisphenol A project at Guangxi Hua Yi New Materials, which was under EPC general contracting by China Chemical Siding Company, was successfully completed. On September 22, the handover ceremony for the acrylic acid and esters production unit of Guangxi Hua Yi New Materials Co., Ltd.’s 750,000 tons per year polypropylene and downstream processing integrated project was held grandly. On August 15, Hualu Engineering Technology Co., Ltd. successfully completed the handover of the butanol unit for Guangxi Huayi New Materials Co., Ltd.’s 750,000 tons per year propylene and downstream processing integrated project. At the same time, Guangxi Huayi announced 8 preliminary projects, with a total investment of around 31 billion yuan and a construction period from 2023 to 2026. Guangxi Huayi New Materials Co., Ltd.’s 20,000 tons per year polymerization inhibitor production project; the company’s 200,000 tons per year bisphenol A epoxy resin production project; its 38,000 tons per year specialty epoxy and silicone materials production project; and its PBAT-related 1,4-butanediol production project. The total construction capacity for these projects is 320,000 tons per year for maleic anhydride and 200,000 tons per year for 1,4-butanediol. The construction will take place in two phases, with each phase having a capacity of 160,000 tons per year for maleic anhydride and 100,000 tons per year for 1,4-butanediol. Investment: 5.876 billion yuan. Guangxi Hua Yi New Materials Co., Ltd.’s 300,000 tons per year PBAT biodegradable materials project: total construction area of 94,000 square meters. Construct a PBAT production facility with an annual capacity of 300,000 tons (60,000 tons in the first phase and 240,000 tons in the second phase), along with various utility and auxiliary facilities such as fire water stations, chilled water stations, heat supply boilers, raw material warehouses, and intermediate product storage areas. Investment: 1.991 billion yuan. Guangxi Huayi Chlor-Alkali Chemical Co., Ltd.’s Phase III project of the Huayi Qinzhou Chemical New Materials Integration Base, which involves polyurethane production facilities and waste salt recycling systems; Guangxi Huayi Energy Chemical Co., Ltd.’s project for the integrated production of olefins from methanol along with downstream processing – this project includes the construction of facilities for producing 1 million tons of olefins from methanol, 300,000 tons per year of vinyl acetate, and 200,000 tons per year of EVA using tubular processes; Phase II of this project involves the construction of an EVA production facility with a capacity of 100,000 tons per year using batch processes.
