At 16:30 on August 18, the newly built 300,000-ton/year high-performance polypropylene plant in Liaoyang Petrochemical successfully started up for the first time and produced qualified products, marking the official entry of this plant into the production and operation phase. It is understood that the 300,000-ton/year high-performance polypropylene project, with a total investment of 1.16 billion yuan, is a key project for Liaoyang Petrochemical’s transformation and upgrading of its chemical industry, for strengthening the polyolefin sector, and for improving quality and efficiency. Since construction began in September 2019, the staff and workers involved have overcome the adverse effects of the COVID-19 pandemic. Driven by the entrepreneurial spirit and firm determination to \"keep building Liaohua at all costs\", as well as their strong willpower, they have utilized the extensive talent pool and construction experience they have accumulated over the years to organize tasks carefully, coordinate efforts, and work together to overcome challenges. A total of 26,000 cubic meters of concrete have been poured, 5,800 tons of steel structures have been installed, and 57,000 meters of pipelines have been laid. Under unfavorable conditions such as limited working space at the site, multiple types of work carried out simultaneously, and high personnel density, it is necessary to achieve the construction goal of 3.5 million safe working hours with \"zero accidents, zero injuries, zero pollution, and zero outbreaks\". In the project construction process, Liaoyang Petrochemical strictly adheres to the \"five modernizations\" requirements for engineering construction set by China National Petroleum Corporation. Focusing on the goals of creating \"safe, compliant, high-quality, standardized, cost-effective, and profitable projects\", it organizes the work meticulously and carries out construction in a scientific manner. Through measures such as using model projects as a guide and innovating in construction technologies, every effort has been made to improve the quality of project construction. Twelve construction specialties were recognized by the client, the general contractor, and the supervisor as model projects in terms of quality, which laid a solid foundation for quality management throughout the project and enabled it to be carried out with high quality, high speed, and high standards. After the project was handed over on May 30, 2021, Liaoyang Petrochemical placed emphasis on fulfilling its responsibilities and strengthening task execution, adopting both conventional and innovative approaches to advance the commissioning process in an orderly manner across four areas: production preparation, safety and environmental protection, equipment management, and comprehensive management. The company mobilizes all available resources to thoroughly identify potential risks such as work at heights, operations in confined spaces, and temporary electrical use during the later stages of project construction and commissioning. It makes every effort to resolve the issues that arise during pipeline pressure testing, equipment airtightness checks, and trial operations, thereby providing strong safety guarantees for a successful commissioning on the first attempt.
