On August 27, the Yunnan Provincial Department of Industry and Information Technology released the \"14th Five-Year Development Plan for the Petrochemical and Chemical Industries in Yunnan Province (Draft for Comment)\\" (hereinafter referred to as the \"Plan\"). It identified the existing problems in the development of the petrochemical sector in Yunnan and proposed that the development of integrated refining and chemical production should be a key focus for this sector in the province. Current Development Status of the Petrochemical Sector in Yunnan Province: At present, in the petrochemical sector of Yunnan Province, China Petroleum Yunnan Petrochemical and Yuntianhua Petrochemical serve as the key enterprises. Yunnan Petrochemical’s 13 million tons per year oil refining project is one of the largest in terms of production capacity in China; it mainly produces gasoline, diesel, aviation fuel, propylene, etc. Meanwhile, Yuntianhua Petrochemical carries out further processing of the LPG and propylene supplied by Yunnan Petrochemical, thereby achieving industrial synergy and complementarity. Problems in the development of the petrochemical industry in Yunnan Province. At present, Yunnan Province is dominated by traditional heavy chemical industries; although an industrial structure centered on petrochemicals, phosphate chemicals, coal chemicals, and other chemical products has been established, basic raw materials and primary chemical products still account for a large proportion. Enterprises in the petrochemical, phosphorus chemical, and coal chemical industries mainly produce primary products such as refined oil, yellow phosphorus, ammonium phosphate, coke, and methanol, as well as coal coking products. The industrial chain is largely concentrated in the upstream raw material stage, with underdeveloped middle and downstream segments; as a result, the entire industrial chain is relatively short, and no industry clusters with distinct competitive advantages have yet been formed. In the future, focus will be placed on the development of the integrated refining and chemical industry. In response to the problems existing in Yunnan Province’s petrochemical industry, the “plan” provides answers regarding the necessity of developing such an integrated industry, its strategic layout, and the direction of its development. Necessity: At present, the utilization rate of the China-Myanmar crude oil pipeline is only around 50%; it is therefore urgent to accelerate the planning of integrated refining and petrochemical projects in order to ensure the security of China’s energy economy as well as the safety of its supply chains and industrial chains, which holds great strategic significance. By making use of the oil and gas pipeline resources between China and Myanmar, it is necessary to accelerate the planning and development of integrated refining and petrochemical projects, foster the growth of the petrochemical industry and related downstream industries, and drive industrial transformation and upgrading. This will help create a hub for technology and products. Gradually, Yunnan can become a world-class oil refining and petrochemical base that serves Southeast Asia and the Indochina Peninsula, as well as a base for exporting refined oil and petrochemical products. Such a base will have a positive impact on the development of industrial chains and supply chains in South Asia and Southeast Asia. It holds great significance for deepening regional cooperation, promoting prosperity in the Asia-Pacific region, and advancing global development. Development strategy: Promote the integrated transformation and upgrading of oil refining and processing, extend the industrial chain, strengthen the connections between upstream and downstream industries, and achieve zero inventory, safe, and environmentally sustainable production through the centralized placement of facilities and optimal allocation of resources. Strive to expand the production scale of petrochemical products at the appropriate time, further increase the output value of the petrochemical industry, and establish it as a core pillar industry of Yunnan Province’s chemical industry. Lead the industrial chain extension project. Make active efforts to bring the Sinopec Yunnan Petrochemical integration and transformation project to fruition, and advance the completion of the petrochemical integration and transformation project as well as related downstream projects, ensuring their steady operation ； By cooperating with professional organizations, adopting diversified investment attraction strategies for targeted recruitment, and improving the investment attraction efforts in the chemical industry as well as related downstream industrial chains, it is possible to achieve coordinated development between the petrochemical industry and strategic emerging industries such as new materials, biomedicine, and equipment manufacturing. Development direction: Expand the petroleum refining industry. Focus on advancing the integration of oil refining and chemical processing; actively promote the construction of the second phase of CNPC’s Yunnan refining and chemical project; encourage the comprehensive utilization of by-products from oil refining; and develop new chemical materials such as synthetic plastics, synthetic fibers, and synthetic rubber. Adjust the structure of petrochemical products. By introducing petrochemical refining projects and developing in the “six” areas of clean oils, basic organic raw materials, bulk synthetic materials, new chemical materials, specialty chemicals, and high-end application materials, efforts are made to extend, supplement, and strengthen the industrial chain, thereby fostering the growth of emerging competitive industries. Development strategy: Adhere to the principle of integration of refining and chemical processing, guided by the goals of high-end development and sustainability. Gradually move away from a single industrial chain centered on basic oil refining, and foster an oil chemical industry as well as mid- and downstream industrial chains that are technologically advanced, have complete supply chains, and possess strong competitiveness. Building on CNPC’s 13 million tons per year refining project in Yunnan, efforts are being made to plan and develop integrated oil refining and chemical processing projects aimed at transformation and upgrading. The focus is on increasing the availability of trienes (ethylene, propylene, butadiene) and triphenyls (benzene, toluene, xylene), as well as promoting the comprehensive utilization of refinery by-products in order to achieve maximum value addition at the source. Accelerate the utilization of residual resources generated as by-products of refining projects, plan and build a series of petrochemical processing projects such as those for styrene and polystyrene, as well as polymethoxymethane, in order to establish a major integrated refining and petrochemical base in the country.
