Why has high-end polyethylene not developed in China?

The polyethylene market is already saturated. With new projects coming online every year, along with substantial imports from the Middle East market, competition in the mid- and low-end segments has become increasingly fierce. High-end polyethylene still needs to be imported. Why hasn’t high-end polyethylene development taken off in China? What other factors are there aside from technical barriers?
