Recently, the first public disclosure of information regarding the environmental impact assessment for the project to relocate and repurpose the Dalian Petrochemical polypropylene plant in Dalian Xitai, along with the associated renovation work, was carried out. Project name: Dalian Xipai Pacific’s Repurposing of Existing Facilities – Dalian Petrochemical Polypropylene Plant and Related Renovation Project. Location: No. 500, Gangxing Street, Dalian Economic and Technological Development Zone, within the premises of Dalian Xipai Pacific Petrochemical Co., Ltd. Project type: Renovation and expansion. Investment amount: 761.6767 million yuan. Scope of the project: Repurposing of some of the equipment and facilities from Dalian Petrochemical’s original 200,000 tons per year polypropylene plant and 400,000 tons per year gas fractionation plant. Without increasing Dalian Xitai’s refining capacity by 10 million tons, the capacity of the existing gas fractionation unit will be expanded to 600,000 tons per year, while the capacity of the existing polypropylene plant will be increased to 200,000 tons per year. This approach aims to reduce oil production and increase chemical product production, thereby optimizing the company’s refining and chemical product portfolio. It is also equipped with corresponding environmental protection equipment for dust removal and treatment of organic waste gases. The public utility, auxiliary, and storage and transportation systems make use of the existing facilities in the factory area, while the capacity of some electrical facilities has been increased. Dalian West Pacific Petrochemical Co., Ltd. is currently engaged in the production of refining and hydrogenation catalysts. It has a crude oil processing capacity of 10 million tons per year, and its products include gasoline, diesel, aviation fuel, kerosene, naphtha, fuel oil, liquefied gas, polypropylene, sulfur, asphalt, and more. All completed projects have fulfilled the procedures related to pollution discharge permits and environmental impact assessments. Online monitoring devices have been installed at the main emission points in accordance with regulations, and the required self-monitoring activities have been carried out as stipulated by the pollution discharge permit requirements; currently, all pollutants are being discharged within the specified limits. The construction in progress includes the incremental renovation project for kerosene and diesel at Dalian West Pacific Petrochemical Co., Ltd., as well as the incremental renovation project for gasoline at the same company. All projects under construction have obtained environmental impact assessment approvals, and their construction and operation will be carried out in accordance with relevant regulations. The company’s environmental compliance procedures are lawful, its waste discharge permits are properly managed, pollutant emissions meet regulatory standards, and there are no significant environmental complaints or accidents. On November 18, 2025, with the last shipment of sulfolane solvent leaving the facility, Dalian Petrochemical Company successfully completed the disposal of its materials and solvents. All materials and solvents were disposed of in a safe, environmentally friendly, and compliant manner, laying a solid foundation for the company’s smooth transition in the future and ensuring the preservation of state-owned assets. The relocation and upgrading project for CNPC Dalian Petrochemical is scheduled to begin in 2026, with the addition of 10 million tons per year of refining capacity.
