The Plan outlines an overall work plan that involves \"focusing on 1 action, establishing 2 major systems, promoting 6 transformations, and implementing 8 major projects\". Among them, one action is to implement actions to achieve carbon peak in the industrial sector. The Plan states that implementation plans for achieving carbon peak targets in the industrial sector, as well as in key industries such as steel, petrochemicals, and non-ferrous metals, should be developed, with a comprehensive plan and timeline for reaching this goal established. Based on the different characteristics of process-based and discrete manufacturing, the main carbon-emitting production processes or sub-industries in sectors such as steel and petrochemicals are identified, and implementation pathways for reducing carbon emissions and achieving carbon peak targets are proposed. The two major systems include establishing a green and low-carbon technology system and improving the green and low-carbon standard system. The six transformations include moving towards a higher-end industrial structure, low-carbon energy consumption, circular resource utilization, clean production processes, green product provision, and the digital transformation of production methods. Specifically for the petrochemical industry, the Plan states that it is necessary to accelerate the green transformation of industries such as steel and petrochemicals, as well as chemical manufacturing, and to promote the relocation and renovation of hazardous chemical production enterprises in densely populated urban areas. Implement the goals of dual control over energy consumption and requirements for controlling carbon emission intensity, and promote the reduced, intensive, and green development of the heavy and chemical industries. For the saturated \"high-energy and high-emission\" projects in the market, the energy efficiency levels of the main product designs should meet the advanced values set by industry energy consumption limits or international best practices. Strict control is imposed on the addition of new production capacity in industries such as urea, ammonium phosphate, calcium carbide, caustic soda, and yellow phosphorus; new projects should involve equivalent or reduced replacement of existing production capacity. Encourage the use of alternative energy sources such as hydrogen, biofuels, and waste-derived fuels in industries like steel, cement, and chemicals. Strictly control coal consumption in major coal-using industries such as steel and coal chemical industry; encourage regions with the necessary conditions to implement reductions in coal use and substitutions for new, renovated, or expanded projects. Improve the alignment between the supply and demand structures of raw materials among steel, non-ferrous metal, building materials, and chemical industry enterprises. Promote the large-scale comprehensive utilization of bulk industrial solid wastes such as tailings, fly ash, coal gangue, industrial by-product gypsum, red mud, and chemical slag. Promote the co-disposal of solid waste in steel furnaces, cement kilns, chemical plants, etc. Focusing on difficult-to-treat wastewater containing heavy metals, high salt levels, and high organic content, demonstrations of advanced and efficient treatment methods are carried out to gradually improve the wastewater treatment standards in industries such as printing and dyeing, chemical active pharmaceutical ingredients, and coal chemistry. The 8 major projects include the project to promote industrial carbon peak achievement, the project for green transformation and upgrading in key areas, the project for clean production upgrades in key industries, and the project for the promotion and application of green and low-carbon technologies. Specifically for the petrochemical industry, the Plan states that efforts should be focused on promoting advanced energy-saving processes such as the direct production of chemicals from crude oil and advanced gasification in this sector. Implement technological transformations involving processes such as efficient catalysis, process intensification, and high-efficiency distillation, as well as equipment modifications including waste salt incineration and purification, high-temperature cracking of waste sulfuric acid, advanced oxidation, microreactors, and coal gasification.
