On December 3, the Shandong Provincial Committee of the CPC held a press conference for the 10th plenary session of its 12th term to explain documents such as the \"Suggestions of the Shandong Provincial Committee of the CPC on Formulating the 15th Five-Year Plan for the National Economy and Social Development of Shandong Province\" (hereinafter referred to as the \"Suggestions\"). At the press conference, Sun Aijun, Secretary of the Party Leadership Group and Director of the Shandong Provincial Development and Reform Commission, explained that a modern industrial system constitutes the material and technical foundation for building a strong province. The Recommendations outline 11 key tasks, placing \"accelerating the development of a modern industrial system\" at the top priority. They provide systematic guidance for carrying out projects aimed at elevating the industrial sector’s capacity level, emphasizing the need to develop new forms of productive forces in line with local conditions and to maintain a reasonable proportion for the manufacturing industry. These major initiatives are key steps to building new drivers and advantages for high-quality green and low-carbon development over the next five years. Focusing on strengthening the foundation, we optimize and upgrade traditional industries. The Recommendations propose to promote the high-end improvement, digital transformation, and green transition of traditional industries with competitive advantages such as metallurgy, chemicals, textiles and apparel, and building materials. Shandong will adhere to the principle of establishing new capabilities before phasing out old ones, optimize its industrial layout and adjust its structure, increase the proportion of advanced production capacities, and further strengthen its position as an important industrial base in the country. For example, following the overall strategy of \"reducing volume, consolidating smaller units into larger ones, increasing capacity, reducing oil production, boosting chemical processing, and extending industrial chains,\" the petrochemical industry is advancing major projects such as the Dongming Petrochemical integration project. The goal is to achieve a refining capacity of tens of millions of tons, with the share of integrated refining and chemical processing capacity exceeding 60%, thereby facilitating a strategic transformation of the industry from a large-scale to a high-quality one. Focus on building a \"strong engine\" to foster and strengthen emerging industries. The « Recommendations » designate it as the main front for developing new forms of productive forces. On the one hand, efforts are being made to develop emerging key industries, with a focus on improving the quality and expanding the scale of sectors such as integrated circuits, new energy, new materials, and biomedicine. Shandong has established 50 clusters in these strategic emerging industries, 10 of which have an output value exceeding 100 billion yuan; resources will be concentrated to further strengthen these industries. On the other hand, Shandong already has a solid foundation for developing potential specialty industries, striving to create hubs for the development of the low-altitude economy and bases for the manufacturing of new energy vessels for inland waterways. It also supports Dongfang Aerospace Port in taking part in pilot projects in the field of commercial aerospace; these efforts will enable Shandong to rapidly become a new driver of high-quality development. Focusing on seizing new opportunities, we make forward-looking plans for future industries. The Recommendations clearly call for the implementation of a plan to drive the development of future industries, as well as the establishment of practical and feasible institutional mechanisms – such as systems for identifying cutting-edge technologies and evaluating them, as well as mechanisms for increasing investment and sharing risks – in order to create a favorable environment for the growth of these future industries. In addition, Shandong supports Jinan, Qingdao, and Yantai in establishing pilot zones for future industries. It has introduced 20 support policies covering areas such as technological innovation, outcome incubation, and practical application, in order to accelerate breakthroughs in fields like deep-sea and space technology, embodied intelligence, and quantum technology, thereby creating important hubs for future industries.
