The project for the transformation and upgrading of Jilin Petrochemical Company’s operations is located in the Jilin Chemical Industry Circular Economy Demonstration Park in Jilin City: the eastern area houses the refinery and high-carbon alcohol plants; the central area features organic synthesis plants, calcium carbide plants, dye factories, and fine chemicals plants; while the western area includes acrylonitrile plants, fertilizer plants, and synthetic resin plants. Total project investment: 39.9452 billion yuan, with construction investment amounting to 35.101 billion yuan. Refining section: Jihua’s current total refining capacity is 9.8 million tons per year. Upon the implementation of this project, Jihua’s refining division will adjust the types of crude oil processed, while keeping its total refining capacity unchanged. Including: 1. Construction of a new 2.2 million tons per year wax oil hydrocracking unit (including 300,000 tons per year naphtha normal and isomer separation) ； 2. Construct a new 1 million tons/year diesel adsorption unit and a 300,000 tons/year C2 recovery unit ； 3. The existing Unit I atmospheric and vacuum distillation unit is to be renovated in a different location, with the crude oil used for processing being replaced by Russian crude oil ； 4. Adaptive modification of Unit II’s atmospheric and vacuum distillation units for processing Qing/Ji crude oil ； 5. The 900,000 tons per year hydrocracking unit has been converted into a catalytic diesel hydrogenation and upgrading unit; while maintaining its crude oil processing capacity, it now uses straight-run diesel as raw material and no longer processes wax oil ； 6. Environmental protection upgrades for the 1 million tons/year delayed coking unit ； 7. Conduct adaptive modifications to the solvent regeneration system of the Unit III sulfur recovery unit in the 20,000–20,000 tons/year sulfur recovery complex, so as to increase its processing capacity to 240 tons per hour ； 8. Shut down Unit II catalytic cracking unit ； 9. Shut down the 1.2 million tons/year diesel hydrogenation unit.

What does it mean to renovate an existing I atmospheric and vacuum distillation unit in a different location?
It’s probably: the old factory is demolished, and the new factory is rebuilt by making use of the existing structures.
It can be operated this way too. . . . Then I could acquire one and carry out renovations in a different location, right? I could also renovate my current factory site. . . . ;P
With an environmental impact assessment approved, it’s completely feasible.
"Remodeling in a different location”? It’s most likely a play on words. In 2012, Jihua carried out a project to upgrade its refining capacity by 10 million tons, raising the crude oil processing capacity from 7.5 million tons per year to 10 million tons per year. That is, scale I is usually 4 million tons, and scale II is usually 6 million tons. In 2021, the National Development and Reform Commission put forward several guidelines to enforce energy conservation and carbon reduction in key sectors. Specifically for the petrochemical industry, it issued the \"Action Plan for Strengthening Energy Efficiency Requirements and Promoting Energy Conservation and Carbon Reduction in Key Petrochemical Sectors (2021–2025)\\", requiring strict compliance with regulations such as the \"Guidance Catalogue for Industrial Structure Adjustment\"); the construction of new distillation units with a capacity of less than 10 million tons per year is strictly prohibited. For the reconstruction of Jihua I outside its original location, failing to reach a capacity of 10 million tons per year definitely falls under strict prohibitions; therefore, the use of the term \"reconstruction in another location\" likely refers to the construction of a new vacuum distillation unit with a capacity of less than 5 million tons per year.
It can only be said that state-owned enterprises and central state-owned enterprises are relatively easier to work with.....
