To promote the orderly transfer of industries to key areas, taking Mianyang and Leshan as hubs, these cities will focus on attracting industries such as electronic information, high-end equipment, lithium battery materials, and fine chemicals. Chengdu, Suining, Ya’an, and Meishan will work together to develop a lithium battery industry belt ； Taking the Yibin-Luzhou cluster as a hub, it focuses on attracting industries with an industrial foundation, such as energy-saving and environmental protection equipment, advanced materials, and natural gas chemicals. Using the Nanchong-Dazhou cluster as a foundation, it will focus on attracting industries with resource advantages such as energy and chemicals, as well as advanced materials, in order to jointly build an **important industrial base for labor-intensive sectors like energy and chemicals and new materials. The Guidelines require continuous monitoring of the development trends of companies that are among the world’s top 500, China’s top 500, China’s top 500 private enterprises, as well as those at the forefront in their respective industries. It is necessary to establish and improve support systems for key enterprises and major projects, providing them with priority support in terms of factors such as land and funding, as well as in terms of policies. The Guidelines state that by 2027, efforts will be made to establish a **-level demonstration zone for hosting industrial transfers. World-class industrial clusters in areas such as electronic information, heavy equipment manufacturing, new energy vehicles, and power batteries will be developed. Additionally, it is planned to create important national bases for industries such as advanced materials and energy chemicals, as well as areas focused on green and low-carbon industries.
