It is understood that the construction of Sinopec Luoyang’s million-ton ethylene plant began in earnest in May 2023, with the goal of completing it and putting it into operation by 2025. It is reported that Sinopec’s headquarters has recently officially approved the overall design for Luoyang Petrochemical’s million-ton ethylene project. According to the approval document, the construction scope of Luoyang Petrochemical’s million-ton ethylene project includes the construction of a 1 million tons per year ethylene plant, a 600,000 tons per year pyrolysis gasoline hydrogenation plant, a 400,000 tons per year aromatic extraction plant, a 300,000 tons per year m-LLDPE plant, a 350,000 tons per year HDPE plant, and a 350,000 tons per year No. 3 polypropylene plant. The total estimated cost for the project construction (excluding VAT) has been set at 26 billion yuan. The overall design is a crucial aspect of project construction. The approval of the overall design for Luoyang Petrochemical’s million-ton ethylene project represents another significant breakthrough in the preliminary stages of the project, signaling that its construction has officially entered the implementation phase. Project Overview: Project Name: Million-ton Ethylene Project of Luoyang Branch of Sinopec Corporation. Developer: Luoyang Branch of Sinopec Corporation. Location: Situated in the Petrochemical Park of the Advanced Manufacturing Development Zone in Mengjin District, Luoyang City; the planned land area is approximately 280.92 hectares. The land is designated for petrochemical industrial use, with the Luoyang Petrochemical Railway Yards to the south, Jianxigou and the existing Luoyang Petrochemical plant area to the east, the proposed North Ring Road branch to the north, and Century Avenue to the west. Project construction contents: include 13 process units such as a 1 million tons per year steam cracking unit, along with supporting utility systems and auxiliary facilities. Project progress timeline: On March 28, 2022, a public announcement was made regarding the analysis and assessment of social stability risks associated with the project. On March 11, 2022, the project was included in the list of the first batch of key construction projects in Luoyang for 2022. At the end of December 2021, one batch of land designated for the project was submitted for approval, covering an area of 803.5995 mu. The first batch of urban construction land for 2022 (for the million-ton ethylene project) is to be submitted for approval; it covers an area of 822.603 mu, and a launch announcement has been issued as preparations are made to submit the application for approval. In October 2021, the project feasibility study report entered the evaluation phase. On October 13–14, the leaders and experts who attended the evaluation meeting listened to Luoyang Petrochemical’s presentation on the project’s background and progress, while Sinopec Engineering Construction Company and Luoyang Engineering Company presented the main contents of the feasibility study report. The participants focused on conducting a comprehensive evaluation of aspects such as the necessity of the project construction, raw materials, product plans and market conditions, process technology, general layout for storage and transportation, utilities and environmental protection, investment and financial evaluation, competitiveness, and risks, thereby forming their opinions. After the meeting, the relevant agencies will revise and improve the feasibility study report based on the expert group’s suggestions, ultimately preparing and issuing an evaluation report to advance the project to the stage of approval for the feasibility study report. In August 2021, the project held video-based discussions on occupational health, safety, and chemical engineering technologies, thereby completing the risk assessment procedures. In mid-June 2021, the work on evaluating the feasibility report was launched. May 2021: The feasibility study report was completed and submitted to headquarters for review.
