On April 28, Yanshan Petrochemical held a mobilization meeting for the major shutdown and renovation of its facilities in 2025, as well as a ceremony to hand over the flag marking the start of the maintenance work. The meeting called on all participating units and employees to unify their thinking, take full responsibility, work together in unity, and commit themselves wholeheartedly to the task at hand. They were urged to carry out the inspection, repair, and renovation work with high quality, ensuring that safety and environmental protection standards are met, as well as achieving efficiency, civilization, and thriftfulness, while completing all tasks on time in order to ensure the successful commissioning of the facility from the first attempt. Qu Hongliang, the company’s chairman, party secretary, and representative of the branch, attended the meeting and delivered a motivational speech. Kong Jian, the general manager of the company, presided over the meeting. Company leaders Li Donghua, Zhao Baocheng, Huang Wenbin, Zhao Huanqun, Wang Yong, and Tian Simin attended the meeting. To complete the maintenance tasks with high quality, Qu Hongliang put forward three requirements: first, it is necessary to unify thoughts, understand the situation clearly, and take on responsibilities. Overhaul and modification is one of Yanshan Petrochemical’s \"three major challenges\" for 2025; it is crucial for ensuring the safe, stable, and long-term operation of the facilities, for achieving the annual profit targets, and also for facilitating the company’s sustainable high-quality development. It is a tough battle that requires decisive action, and one in which victory is essential. Safety responsibilities are of utmost importance, while production efficiency is crucial for development. Fulfilling our mission will determine the future success of our organization. All employees and managers must raise their awareness, strengthen the concept of \"four shared aspects,\" establish efficient communication mechanisms, and coordinate all key aspects such as operations shutdowns and restarts, material balance, as well as safety and environmental protection. By focusing on key projects and fostering effective communication, we can achieve information sharing, resource utilization, and joint problem-solving. This will help us attain five objectives: eliminating equipment defects, improving performance metrics, optimizing the organizational structure, developing talent, and boosting morale. With the goal of achieving \"zero accidents, zero leaks, and successful operations from the first attempt,\" we can lay a solid foundation for the company’s transformation and development. Second, it is necessary to set clear goals, focus on implementation, and ensure efficient progress. All participating units must strictly adhere to the principle of \"whoever is in charge is responsible.\" In accordance with the requirements of the management manual for major inspections, repairs, and modifications of the equipment, each task and each stage must be broken down further to specific positions and processes, so as to jointly establish a solid safety foundation, ensure proper safety controls, and carry out safe maintenance work ； High standards and strict requirements must be applied, with the goal of ensuring that no emissions reach the atmosphere, no oil spills occur, and no noise disturbs the residents; this will guarantee effective environmental protection measures and enable green maintenance work ； It is necessary to strengthen quality control at the source, establish a comprehensive quality management system throughout the entire process, and ensure that quality control is effective, so that every stage of production and every piece of equipment can withstand the tests of a new operating cycle. Focusing on the inspection and renovation plan as well as the construction schedule, further project organization is required to ensure proper progress control, enable the smooth and orderly advancement of all tasks, and achieve the goals of inspection and renovation that are characterized by safety and environmental protection, high quality and efficiency, civilized and economical practices, as well as timely completion of all tasks. Third, it is necessary to rely on party building as a guide, encourage all employees to work hard, and build a united force to overcome challenges. Party organizations at all levels must fully play their role as strongholds, ensure proper organizational support, organize various maintenance competitions, strengthen publicity and mobilization, provide adequate logistical support, and unite efforts from all sides. With the determination and conviction to win through decisive actions, they must fight proactively to ensure that the Party flag flies high at the sites of major renovations. To implement the spirit of this mobilization meeting, Kong Jian put forward three requirements: first, it is necessary to ensure unified thinking and firm commitment. All units participating in the inspection and renovation work must fully recognize its importance for ensuring the stable operation of the facilities, improving performance metrics, and promoting high-quality development. They should strengthen the awareness of \"four shared aspects,\" use the renovation sites as platforms to implement the \"three integrations and three commitments\" philosophy, break down barriers, and work together to ensure seamless progress in the inspection and renovation tasks. Second, it is necessary to assign responsibilities to specific individuals. In strict accordance with the requirements of the Equipment Major Modification and Renovation Management Manual, each task and each detail is assigned to a specific responsible person, thereby establishing a well-connected responsibility chain with clear roles defined for everyone ； Leaders at all levels must go to the front lines, government departments should provide proactive support, local agencies need to take the initiative in solving problems, and contractors must enforce strict self-management; by pooling all resources and efforts, it is possible to ensure that maintenance work is carried out safely, to a high standard, and on schedule. Third, the measures need to be detailed down to specific points. All participating units must strictly follow the construction drawings and network diagrams, refine and improve control measures, and strengthen oversight of key milestones ； In terms of safety management, emphasis should be placed on overseeing high-risk operations; in environmental protection management, measures must be taken to prevent unpleasant odors from disturbing residents; quality control requires implementation of three-level inspection processes; and progress management needs to ensure steady advancement while maintaining momentum. With a sense of responsibility that drives us to remain vigilant at all times and the determination to have everything under control, we must resolutely succeed in taking the initiative in carrying out inspections, repairs, and upgrades. At the ceremony for handing over the flag marking the completion of the shutdown, modification, and renovation work, Qu Hongliang represented the leadership team in charge of these operations and handed over the flag to the overall command headquarters responsible for the same work. Huang Wenbin presented the flag to the sub-command centers on behalf of the General Command for Shutdown, Inspection, Modification, and Renovation. At the mobilization meeting, the Inspection and Renovation Office (the company’s Mechanical Engineering Department) reported on the overall progress of preparations for the inspection and renovation.
