Since the launch of the special water-saving initiative in June 2024, the company’s Production Management Department has earnestly applied the \"Three Braveries\" work philosophy, strictly adhered to the \"Three Strictest\" requirements, expanded its thinking, conducted in-depth analyses, and pursued water-saving efforts from multiple perspectives. By strengthening the management of water intake and usage, the company has seen a continuous decline in its water consumption, achieving significant results in water conservation. Currently, the company’s daily water consumption is over 70,000 tons, which is 14,000 tons less than in September 2024; this results in annual cost savings and efficiency improvements of over 19 million yuan. On April 15, the water withdrawal volume dropped to 70,000 tons per day, hitting a record low. Conduct organization-level water balance calculations and address the discrepancies in water supply and use, achieving significant water-saving results through concrete measures. ◆ Have various units carry out calculations and analyses of the company’s overall water usage, identify 13 key areas for focus along with 34 specific measures, assign responsible units and individuals as well as set deadlines, and advance work through a structured plan. ◆ Led the organization of a special campaign to address the discrepancies in water supply and consumption in the southern area of Shengli Refinery. Through management measures, the average daily difference in water supply and consumption was reduced by 80%, achieving the desired treatment results. Set specific water-saving targets to motivate efforts in water conservation through strict evaluation mechanisms. ◆ Implement strict control and establish scientific water-saving targets for each unit. While taking production changes into account, water usage across all units is reduced comprehensively, with those failing to meet the water-saving targets being evaluated on a monthly basis. Since September 2024, penalties totaling 455,500 yuan have been imposed as a result of the special assessments on water conservation. ◆ Optimize the operation of circulating water. Following the principle of \"reduce wherever possible and stop operations whenever feasible,\" the circulating water system adjusts the number of pumps in operation according to the load of the production units in the area, and starts or stops fans promptly to minimize evaporation losses. The total reduction in circulating water volume across all regions is 37,400 cubic meters per hour. ◆ Strengthen water conservation management by holding regular meetings each month to advance the implementation of water conservation targets, analyzing and reviewing the progress of each unit’s water conservation goals on a weekly basis, and reporting on the progress of water conservation efforts at daily morning meetings. Encouraging various units to actively identify leaks at the site, 583 leaks in underground pipelines for fresh water, fire protection water, and circulating water have been repaired since September 2024. ◆ Establish a company-level water conservation task force, refine incentive measures, and address the key challenges in water conservation through targeted efforts. Organize employees to conduct in-depth investigations and rectifications of leakage issues. ◆ Actively carry out inspections and repairs for leaks during the heating season; conduct on-site checks on a weekly basis, produce short videos, report the findings at morning meetings, and urge prompt repairs. During the heating season of 2024–2025, various units identified and repaired 783 steam leaks, thereby effectively reducing the loss of demineralized water. Strengthen the responsibilities for managing external water supply in order to tackle the challenges of water conservation through rigorous management. ◆ Enhance the management of external water supply and simplify the pipeline network processes. In March and April 2025, water supply was cut off and supplies were blocked for 17 users in the oil refining areas where long-standing problems exist and who are located far away from the supply sources and use small amounts of water, in order to minimize water loss on a regional level. ◆ Conduct a special inspection on the compliance of water supply metering. In January 2025, inspections were conducted at the facilities of 8 enterprises that receive recycled water for external use, in order to assess the usage of this water. It was found that 6 of these enterprises did not have flow meters for measuring the return water flow, indicating improper use of recycled water within those companies. Immediate notices for corrective action were issued, and progress in implementing those corrections was monitored continuously. Implement hazard mitigation and optimization upgrades to achieve new water-saving goals through genuine investment. ◆ Formulate a three-year plan for specialized treatment of circulating water systems to promote energy savings and efficiency improvements in cooling towers. ◆ To address the issues of high water leakage in the company’s fire protection water network and difficulties in maintaining pressure, I took the lead in initiating projects to address the hazards associated with the fire protection water system. Next, Qilu Petrochemical will continue to regard water conservation as a long-term priority. It will mobilize the efforts of all its units in areas such as system optimization, hazard mitigation, process improvement, identifying and reducing losses, standardizing external water supply, and implementing strict assessments, in order to build on the effective practices that have worked well in the past, consolidate existing achievements, set new goals, define responsibilities at various levels, and further reduce the total amount of water taken, thereby facilitating the company’s high-quality development.
