Ministry of Industry and Information Technology Joint Circular [2025] No. 221: To the departments in charge of industry and information technology, development and reform commissions, and market supervision bureaus (departments, commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, cities designated as separate planning units, and the Xinjiang Production and Construction Corps: In order to implement the State Council’s \"Energy Conservation and Carbon Reduction Action Plan for 2024–2025\" and to accelerate the promotion of energy conservation and carbon reduction reforms in key industries, we are now carrying out the process of selecting \"leader\" enterprises in terms of energy efficiency within these key industries for the year 2025. The relevant details are as follows: 1. Scope of recommendation: In accordance with the **Mandatory Energy Consumption Limits and the Benchmark and Baseline Levels for Energy Efficiency in Key Industrial Sectors (2023 Edition)**, the focus is on industries such as petrochemicals, steel, non-ferrous metals, building materials, light industry, and textiles. This includes 38 specific sub-industries, such as crude oil processing, coal-based coke production, coal-based olefins production, ethylene production, p-xylene production, purified terephthalic acid production, methanol production, ethylene glycol production, caustic soda production, polyvinyl chloride production, soda ash production, calcium carbide production, yellow phosphorus production, synthetic ammonia production, urea production, monoammonium phosphate production, diammonium phosphate production, titanium dioxide production, radial tires, steel production (including processes such as sintering, pelletizing, blast furnace production, converter production, and electric arc furnace production), ferroalloy production, copper production, lead production, zinc production, electrolytic aluminum production, alumina production, industrial silicon production, magnesium production, polysilicon production, cement clinker production, flat glass production, architectural ceramics, sanitary ceramics, raw paper for toilet paper and tissues, cotton, chemical fiber, and blended woven fabrics, knitted goods and yarns, viscose staple fibers, polyester, etc. II. Basic Requirements (1) Independent legal entities with an annual energy consumption of over 10,000 tons of standard coal. (II) The energy consumption per unit of product meets or exceeds Level 1 (the advanced level) set in the mandatory energy consumption limits for this industry, as well as the benchmark levels specified in the \"Benchmark and Baseline Levels for Energy Efficiency in Key Industrial Sectors (2023 Edition)\"); moreover, the main process equipment is at the leading level in China. (III) The share of non-fossil energy consumption shall be no less than 20%. (IV) Establish an energy management system and a measurement management system in accordance with the **standards *Requirements and Guidelines for Energy Management Systems* (GB/T 23331) and *Requirements for Measurement Processes and Measurement Equipment in Measurement Management Systems* (GB/T 19022)**. Establish energy management positions and a comprehensive system for energy statistics and measurement; the energy measurement instruments used must meet the requirements of the standard **\"General Rules for the Provision and Management of Energy Measurement Instruments in Energy-Using Entities\" (GB 17167), and they must pass energy measurement audits. (5) Formulate and implement energy-saving and carbon-reduction plans, establish an energy-saving target responsibility system as well as an energy-saving reward and punishment system; and build online energy consumption monitoring systems, energy management centers, or energy and carbon management centers in accordance with relevant standards and requirements. (VI) It meets the relevant requirements of **industrial policies**, and does not use any backward processes, equipment, or products that are explicitly prohibited or included in lists of restricted or phased-out items. (7) There have been no accidents related to safety (including network security and data security), quality, or environmental pollution over the past three years, nor any illegal or irregular activities such as energy inefficiency, environmental violations, or tax evasion (as verified through the “Credit China” and “Enterprise Credit Information Publicity System”). No serious issues were identified during inspections conducted by the State Council and relevant departments; the company is not listed on any lists of entities requiring rectification due to energy efficiency issues or as defaulter parties. III. Recommendation Procedure (1) Application. Enterprises that meet the requirements may participate on a voluntary basis, and submit an application report for becoming an energy efficiency \"leader\" enterprise to the provincial department in charge of industry and information technology, the development and reform commission, and the market supervision department in their respective regions. Relevant industry associations are encouraged to recommend enterprises in their sectors that meet the requirements to the provincial departments in charge of industry and information technology, the development and reform commissions, and the market supervision departments. (II) Preliminary review. The provincial departments in charge of industry and information technology, development and reform commissions, and market supervision departments are responsible for conducting preliminary reviews of enterprises in their respective regions and recommending the best candidates. Please submit the recommendations, along with relevant forms and enterprise application reports, to the Ministry of Industry and Information Technology, the **Development and Reform Commission, and the State Administration for Market Regulation by June 30, 2025. The electronic version of the materials should also be submitted through the \"Industrial Energy Conservation and Green Development Management Platform\" (https://green.miit.gov.cn). (III) Review and publication. The Ministry of Industry and Information Technology, the **Development and Reform Commission, and the State Administration for Market Regulation carry out re-evaluations; through procedures such as expert reviews, they determine and publish the list of enterprises that are considered leaders in energy efficiency within key industries for the year 2025. In principle, the number of energy efficiency \"leaders\" in each sub-sector should not exceed 5. (IV) Promotion and dissemination. Industrial and information technology authorities at all levels, development and reform commissions, and market supervision departments are stepping up the promotion of enterprises that excel in energy efficiency. They disseminate advanced practices through various means such as case studies and on-site meetings, thereby continuously driving improvements in energy efficiency. IV.
