On September 20, the integrated refining and chemical project of Sinopec Tahe Refining & Chemical Co., Ltd. commenced construction in Kuqa City, Aksu Region. Once completed, the project will establish a complete chain from \"a drop of oil\" to \"a piece of fabric\", providing significant support for the development of the textile and apparel industry cluster in southern Xinjiang. The Tahe refining and chemical integration project is a major initiative undertaken by Sinopec Group to promote the integration of industrial chains in Xinjiang. It makes use of Sinopec’s own proprietary, industry-leading green and low-carbon process technologies. The main components of this project include expanding the existing 1.5 million tons per year oil refining facility to 5 million tons per year, so that together with the existing 3.5 million tons per year facility, the total oil refining capacity will reach 8.5 million tons per year. Additionally, new facilities for producing 800,000 tons per year of ethylene and 800,000 tons per year of p-xylene, along with downstream processing units, will be built. Completion of all these facilities is scheduled for 2029. Based on a crude oil price of $60 per barrel, once the project is completed and put into operation, it will generate an additional output value of around 20.2 billion yuan per year, as well as additional tax revenues of about 3.5 billion yuan. It will also create employment for around 10,000 people. This will enable the local transformation and utilization of resources in Xinjiang. The refining capacity at Tahe will reach 8.5 million tons per year, and the facility will have the capability to produce chemical and aromatic series products, thereby contributing to the development of industrial clusters in areas such as oil and gas production and processing, as well as textiles and clothing manufacturing. Hou Qijun, Secretary of the Party Leadership Group and Chairman of Sinopec Group Co., Ltd., said that the Tahe refining and chemical integration project is a key initiative for Sinopec to promote the integration of industrial chains in Xinjiang. It is also a project aimed at helping southern Xinjiang develop a cluster of refining, chemical, and textile industries as well as fostering the growth of the textile and apparel sector. This project holds great significance for optimizing the industrial structure in southern Xinjiang, promoting local economic and social development, and enhancing regional competitiveness. Looking to the future, Sinopec will plan in a high-quality manner its industrial development in Xinjiang during the 15th Five-Year Plan period. It will take proactive actions in areas such as oil and gas exploration and development, refining and petrochemicals, coal chemistry, new energy, and rural revitalization, so as to make new and greater contributions to social stability and long-term peace in Xinjiang. Tahe Refining & Chemical is Sinopec’s only refining and chemical enterprise in the Northwest region. It currently has a crude oil processing capacity of 5 million tons per year, and produces products such as gasoline, diesel, aviation kerosene, asphalt, petroleum coke, and liquefied gas. It is equipped with specialized railway lines, road transportation systems, as well as pipelines for transporting refined oil products. Over the past 20 years, more than 70 million tons of products have been supplied to regions such as Xinjiang, Gansu, Qinghai, and Tibet.
