Recently, the General Office of the Henan Provincial People’s Government issued the “Action Plan for Improving and Upgrading the Chemical Industry in Henan Province” (hereinafter referred to as the “Action Plan”), aiming to promote the transformation of the chemical industry toward park-based development, clustering, refinement, and green practices, thereby achieving high-quality development in the sector. The Action Plan specifies that by 2027, positive progress will be made in the refined development of the chemical industry, with further improvements in the level of industrial parks and clusters ; The output value of chemical industrial parks accounts for over 85% of the industry’s total output value. Efforts will be made to establish two or more chemical parks that focus on fine chemicals and possess strong competitive advantages in the domestic market, as well as to develop three chemical industry clusters with an output value of over 100 billion yuan each, along with a number of world-class chemical enterprises. Henan Province will develop 3 chemical industry clusters worth 100 billion each. Accelerate the construction of Luoyang’s million-ton ethylene plant and its related downstream facilities, with the aim of establishing the most influential high-end petrochemical industry cluster in the central and western regions. Strengthen the development of Pingdingshan China Nylon City and foster a globally competitive nylon chemical industry cluster. Efforts will be made to advance the construction of a fluorosilicon new materials project worth 100 billion yuan in Luohe, with a view to fostering the development of a high-end salt chemical industry cluster. In addition, the Action Plan calls for strengthening a number of industrial bases worth tens of billions. Optimize the development of the coal coking bases in Anyang and Pingdingshan, and increase the proportion of the chemical industry by making high-value use of coal tar and coke oven gas to extend and strengthen relevant industrial chains. Strengthen the development of the Xinxiang coal gasification base, build a high-end fine chemical industry chain for syngas centered around the fertilizer business, and develop new chemical materials and environmental protection products through the co-production processes using coal-derived syngas, thereby driving industrial upgrading. Promote the development of Puyang’s new chemical materials base, and strengthen and enhance its leading position in high-end specialty chemicals such as polycarbonate materials, electronic packaging materials, and ultra-high molecular weight polyethylene. Regarding the strengthening of competitive industries, the Action Plan specifies that, first, the coal coking industry should be improved; in the province’s large-scale coking enterprises, the output value of the chemical industry should exceed that of coke production, with a circular economy industrial chain centered on clean energy, fine chemicals, and new chemical materials being established. By the end of 2025, the proportion of production capacity in the coking industry that meets or exceeds the energy efficiency benchmarks will be over 30%, with all coking enterprises achieving ultra-low emissions ; Secondly, it is necessary to strengthen the salt (mineral) chemical industry by developing fluorine-containing chemicals such as ultra-pure high-purity hydrofluoric acid, special fluorine-containing monomers, and fourth-generation fluorine-containing refrigerants, as well as new fluorine-based materials like high-quality fluororesins and high-performance fluororubbers. Additionally, advanced silicon materials such as new organic silicon monomers and high-performance silicone oils, silicon rubbers, and silicon resins should be developed ; Third, it is necessary to refine the biochemical industry by focusing on the development of a bio-based material system that makes use of non-grain biomass resources such as corn cobs, straw, and residues from major crops. The Henan Provincial Government has required that all relevant departments in Henan as well as the municipal governments strengthen coordination and cooperation to create a unified effort, enhance the provision of necessary resources, and carry out tasks such as situation monitoring, follow-up evaluation, and experience summarization, in order to ensure the completion of all assigned tasks. “Continuing to advance toward higher quality, greater intelligence, and greener practices, as well as promoting the transformation and upgrading of traditional enterprises, is a key factor for Henan’s chemical manufacturing industry to achieve a leap in value. ”Su Dong, executive vice president of the Henan Petroleum and Chemical Industry Association, said that industry associations should take the implementation of the \"Action Plan\" as a key focus, and fully play their dual role as \"bridges and links\" as well as providers of services and support. At the same time, it collects the actual needs of enterprises in terms of technological upgrades and industrial chain collaboration, and helps to address challenges related to the availability of necessary resources. For example, it focuses on key tasks such as the implementation of ultra-low emission reforms in coal coking enterprises and the development of high-end fluorine-containing materials in the salt chemical industry, thereby ensuring that policy resources are directed toward meeting these enterprise needs ; On the other hand, efforts will be made to establish an industrial collaboration platform, uniting universities, research institutions, and leading enterprises to form technology development alliances. Focusing on key challenges in the field of biochemistry, such as the utilization of non-grain biomass resources and the improvement of the properties of fluorosilicon-based new materials, these alliances will promote collaborative innovation among industry, academia, research, and practical applications, thereby accelerating the conversion of scientific and technological achievements into actual production capacity. Su Dong said that the Henan Petrochemical Association will organize industry benchmarking and exchange activities to help small and medium-sized enterprises learn from leading enterprises in areas such as the development of circular economy supply chains and intelligent production management. This will facilitate the overall transformation of the chemical industry toward higher standards of sophistication, intelligence, and sustainability, enabling Henan’s chemical industry to shift from relying on scale advantages to focusing on quality advantages.
