First large-scale export of biojet fuel from Shandong

Recently, an international freighter carrying 14,000 tons of biofuel slowly left the port under customs supervision, on its way to the EU. This is the first time that Shandong has achieved large-scale export of biojet fuel. The raw material for this batch of aviation fuel is not traditional oil, but rather the waste oil from kitchens, which, after being processed using advanced techniques, is transformed into a bio-based liquid fuel. Compared to conventional aviation fuel, bioaviation fuel has significant advantages in terms of being green and low-carbon; mixing it with traditional aviation fuel is currently the main method used by the aviation industry to reduce emissions. Shandong Haikewo Chemical Co., Ltd. (hereinafter referred to as “Haikewo Chemical”), the company responsible for exporting this biojet fuel, has adopted world-leading production technologies to build the largest, lowest-energy-consuming, and most stable-quality production facility of its kind in China. This project can process over 500,000 tons of waste oils such as used cooking oil each year; it has a capacity to produce 370,000 tons of biofuels, and it can result in a carbon reduction of 1.18 million tons per year, which is equivalent to planting nearly 10.8 million trees. On September 30 of this year, with joint approval from the Ministry of Commerce, the **Energy Administration, the General Administration of Customs, and the **Foreign Exchange Administration, Dongying was included in the second batch of cities across the country to pilot programs related to the export of biofuels. Haiko Chemical also received an annual export quota of 370,000 tons, making it one of only four companies in the country to have such qualifications. Against the backdrop of increasing pressure to reduce carbon emissions in the global aviation industry, demand for biofuels is surging in regions such as Europe. With export qualifications, companies can quickly connect with international orders. According to data from the International Air Transport Association (IATA), global usage of sustainable aviation fuel will be 7 million tons in 2025. It is projected to reach 20 million tons by 2030 and over 80 million tons by 2050, with demand growing exponentially and thus presenting huge market potential. On March 19 this year, all domestic flights departing from Daxing Airport in Beijing, Shuangliu Airport in Chengdu, Xinzheng Airport in Zhengzhou, and Lishan Airport in Ningbo will begin to use blended fuel containing 1% biojet fuel on a regular basis; it is estimated that 50,000 tons of such fuel will be used throughout the year. Going forward, the pilot application will be expanded to airports in the provincial capitals across the country, with a focus on areas with high air traffic such as the Yangtze River Delta, Pearl River Delta, and Beijing-Tianjin-Hebei region. China will also become an important consumer of biofuels. Following the introduction of the \"white list\" policy for the export of biofuels, Dongying Customs, in collaboration with departments such as those responsible for commerce, development and reform, market supervision, taxation, and foreign exchange, established a task force to develop and submit corresponding supervision plans. Multiple on-site inspections were carried out to optimize the supervision and clearance processes for exported goods, thereby laying the foundation for the rapid clearance of new products. “In response to the policy barriers faced by enterprises in exporting biofuels, we conducted specialized policy research and submitted suggestions to higher-level authorities through various channels; our requests received effective responses. ”Liu Yonghua, Secretary of the Party Committee and Director of Dongying Customs, said that at the same time, by leveraging initiatives such as \"Customs Directors Bringing Policies to Enterprises\" and \"Direct Communication Channels between Customs and Enterprises\", interpretations of customs clearance policies related to standardized declarations and compliant inspections are provided on a targeted basis, and training is offered to help deal with foreign trade frictions. With the successful export of the first shipment of biofuels, Dongying’s brand influence in the field of green energy is gradually growing. With Haike Chemical as the core, a green energy industry chain that covers raw material recycling, technology research and development, production, and storage, transportation, and export is rapidly taking shape in Dongying.
