According to the latest research report released by the Energy Economics Research Institute of CNOOC, titled \"China’s Marine Energy Development Report 2025\", global investment in marine oil and gas exploration and development is expected to reach $217.55 billion this year, accounting for 35.7% of total global investment in such activities. This figure has shown growth for five consecutive years, with a compound annual growth rate of 11%. The 2025 China Marine Energy Development Report shows that by 2025, new proven reserves of marine oil and gas will account for approximately 79% of the global increase in oil and gas reserves (excluding unconventional oil and gas on land). Ultra-deepwater oil and gas exploration has uncovered three large oil and gas fields with proven recoverable reserves of over 500 million barrels of oil equivalent. According to the \"China Marine Energy Development Report 2025,\" in 2025 global marine oil and gas production will continue its upward trend seen in recent years, with an estimated output of 49.12 million barrels of oil equivalent per day, representing a 4.1% increase compared to the previous year. Among them, ultra-deepwater oil and gas, as an important driver of growth in global oil and gas production, accounted for 6.28 million barrels per day in terms of output. Key driving factors include increased investment, technological progress, falling costs, and favorable resource endowments. South America and the Middle East are driving growth in marine oil and gas production. The Middle East is the region with the largest share in production, while South America experiences the greatest increase in offshore oil production; Saudi Arabia and Brazil account for 63.7% of the global increase in offshore oil production. Marine natural gas production continues to rise; the Middle East and the Asia-Pacific region are the main producers of marine natural gas worldwide, with the Middle East being the region where production growth is greatest. Another major discovery has been made in China’s offshore oil and gas exploration. By the end of the third quarter of 2025, 5 new discoveries had been made in Chinese waters; 22 oil and gas-bearing structures had been successfully evaluated, and 11 new projects came online for operation. It is estimated that China’s offshore oil production will be around 68 million tons in 2025, an increase of about 2.5 million tons compared to the previous year; this represents approximately 80% of the total increase in China’s oil production ; Marine natural gas production was approximately 30 billion cubic meters, an increase of about 4 billion cubic meters compared to the previous year. By 2026, global investment in offshore oil and gas exploration and development is expected to increase by more than 3% on a year-on-year basis, accounting for around 36% of the total global investment in such activities. Offshore oil and gas discoveries continue to drive the growth of global new oil and gas reserves, accounting for over 80% of it. Global production of oil and gas from marine sources is expected to grow steadily, with regions such as South America and the Middle East playing a key role in this increase. By 2026, China’s offshore oil and gas production is expected to grow steadily, with offshore oil production reaching around 69 million tons, while offshore natural gas production is likely to exceed 32 billion cubic meters.
