“This is our set of treasure devices! ”On March 14, reporters visited the double-membrane treatment unit area at Shijiazhuang Refining and Chemical Industry Company, where various pieces of equipment were neatly arranged, with pipes crisscrossing throughout the area. Reclaimed water from urban sewage treatment plants, after undergoing double-membrane treatment, flows slowly through pipes into the chemical water treatment system, where it is converted into deionized water to supply various production units. Yang Fan, a senior water engineer in the Production Technology Department, explained that currently this facility is capable of processing over 4 million tons per year of urban reclaimed water and oily wastewater from enterprises. The treated water meets the quality standards, and is then separated into different grades for use in various production processes. “\"Turning waste into treasure\" is a key measure taken by Shijiazhuang Refining & Chemical to actively implement the concept of green and low-carbon development and carry out water-saving efforts throughout the entire process and value chain. The company starts by controlling wastewater at its source, strictly implementing hierarchical and process-based control measures to ensure that the rate of compliant wastewater discharge remains at 100% at all times. On this basis, the company will make increasing the water production capacity of the dual-membrane treatment system a key focus for long-term efforts. By continuously optimizing various operational parameters, the water production capacity of the device has reached new heights time and again. Currently, the facility is operating smoothly, with a water production rate of 320 tons per hour – the highest level ever recorded. This enables efficient use of urban reclaimed water, achieving a win-win situation for both efficient water use by enterprises and reduced water consumption and emissions. At the same time, Shijiazhuang Refining & Chemical Corporation carried out optimization reforms to its recycled water reuse process; treated municipal reclaimed water was integrated into the recycled water system, and all recycled water facilities were connected to this system, resulting in a 100% reuse rate for water within the recycled water system and a significant reduction in the consumption of fresh water. Multiple systems related to environmental protection in oil refining have also adopted measures such as using recycled water instead of fresh water. Currently, the rate of recycled industrial wastewater exceeds 65%, which is at an advanced level among oil refining companies. Steam condensate, as a high-quality water resource, has attracted considerable attention due to its relatively low treatment costs. The condensate station at Shijiazhuang Refining & Chemical uses new technologies to refine condensate, achieving full recovery and utilization of steam condensate, with a condensate recovery rate as high as 74.97%. After being mixed with the primary deionized water, this condensed water is sent to boilers and production units, thereby maximizing the value of steam condensate. Shijiazhuang Refining & Chemical also actively strengthens its cooperation with heating companies. During the winter heating season, some of the return water from the No. 2 and No. 3 circulating water systems in the oil refining plant is sent to the heat exchange station of Lvyuan Geothermal Energy Development Co., Ltd., to provide heating energy for the High-Tech Zone of Shijiazhuang City. This approach not only effectively reduces the evaporation losses in the circulating water system but also properly addresses the issue of heating for residents, achieving a win-win situation for all parties and yielding significant economic and social benefits. To further tap into potential for water conservation, Shijiazhuang Refining & Chemical Co. has installed water-saving side filtration devices in two circulating water systems, which can save 240,000 tons of water per year, achieving significant results in water conservation and emission reduction ; 9 new waste steam recovery units have been added, saving 70,000 tons of water per year. Furthermore, by removing blind flanges and opening valves, they merged the circulating water systems No. 2 and No. 4 in the refinery; while ensuring that the water quality met the requirements of the equipment, the supply pressure and return pressure remained essentially unchanged, resulting in energy savings of over 2 million kWh per year.
