“During the 14th Five-Year Plan period, the petroleum and chemical industry in Henan Province focused closely on the \"dual carbon\" goals and the strategy for high-quality industrial development. Taking transformation and upgrading as its main objective, innovation-driven development as its core, and industrial park clustering as its platform, it made breakthrough advances in areas such as industrial upgrading, optimized layout, and green transformation, thus writing a remarkable chapter in the transformation and upgrading of the petrochemical industry in the central and western regions. Driven by innovation, core competitiveness has been significantly enhanced. During the 14th Five-Year Plan period, Henan’s petrochemical industry gave top priority to innovative development, establishing an innovation system characterized by close integration of industry, academia, research, and application, and making significant breakthroughs in the development of key core technologies. Relying on research institutions such as Zhengzhou University and the Henan Academy of Sciences, Henan has established a number of high-level R&D platforms and pilot production bases, giving rise to innovation clusters with distinct characteristics in cities like Luoyang, Xinxiang, Jiaozuo, and Puyang. The Pingdingshan Nylon New Materials Industry Cluster has established the province’s first pilot production base for nylon new materials. It has successfully overcome key technologies such as adiponitrile, para-aramid, and aminocapronitrile, enabling China’s Nylon City to make the transition from following others to taking the lead. According to statistics from the Henan Petrochemical Association, by the end of the 14th Five-Year Plan period, R&D investment by the province’s large-scale chemical enterprises accounted for over 3% of their main business revenue. Significant technological breakthroughs have been achieved in areas such as high-end polyolefins, electronic chemicals, lithium battery materials, and bio-based materials. 50 core technologies have been developed to meet the needs of emerging industries, providing strong impetus for the high-end transformation of these industries. Among them, the China Nylon City industrial park houses 37 R&D platforms and 26 high-tech enterprises; in 2024, the investment in R&D amounted to 1.281 billion yuan, with a R&D activity coverage rate of over 90%. Industrial integration is accelerating, with the cluster effect becoming increasingly prominent. Following the approach of \"leading enterprises driving development, extending industrial chains, and fostering cluster growth,\" Henan’s petrochemical industry has accelerated its integration during the 14th Five-Year Plan period. As a result, 8 leading specialty chemical industrial chains have been established, creating an industrial development pattern characterized by multiple support points and diversified growth drivers. In the petrochemical sector, Henan Refining & Chemical has integrated the former Luoyang Petrochemical, Zhongyuan Petrochemical, as well as local state-owned equity, to become a leading integrated refining and chemical enterprise with production capacities in the tens of millions of tons. Among them, upon completion, the million-ton ethylene project with a total investment of 27.8 billion yuan will effectively address the shortcomings in the petrochemical industry chain in the central and western regions, helping to establish a major high-end petrochemical industry base there. In the field of coal chemical industry, in September 2025, Henan Energy merged with Pingmei Shenma, two major energy and chemical companies; after this merger, the scale of their assets would exceed 550 billion yuan, while their combined revenue would be over 280 billion yuan. The scale of industrial clusters continues to grow, with significant progress made in developing clusters worth hundreds of billions. “During the 14th Five-Year Plan period, the nylon chemical industry cluster centered around Pingdingshan, the high-end petrochemical industry cluster centered around Luoyang, and the industrial clusters for biodegradable materials and high-performance functional new materials primarily located in Puyang, Hebi, Shangqiu, and Yima are rapidly taking shape. Together, they form the “four main pillars and eight supporting elements” of Henan’s petrochemical industry, helping to steadily drive the total operating revenue of large-scale petrochemical enterprises in the province toward the target of 600 billion yuan. The layout has been further optimized, and the level of industrialization in industrial parks has seen a significant improvement. During the 14th Five-Year Plan period, Henan continued to optimize the spatial distribution of its petrochemical industry, promoting the concentration of industries and resources within industrial parks. As a result, the degree of base-oriented, park-based, and cluster-based development has achieved a qualitative leap. The province is focusing on the development of a number of modern chemical industry bases with distinct characteristics, such as modern coal chemical industries, salt chemical industries, new types of chemical industries, and bio-based materials. Several industrial clusters have been established, including the Anyang-Xinxiang-Zhumadian-Jiyuan modern coal chemical industry base, and the Pingdingshan-Luoyang-Jiaozuo-Jiyuan modern salt chemical industry base, resulting in a more scientific and rational industrial layout. The capacity of chemical industrial parks continues to improve, making them key platforms for the high-quality development of the industry. “By the end of the 14th Five-Year Plan period, 50 chemical parks had been identified across the province, with the output value of these parks accounting for over 70% of the industry’s total output value. Four of these parks made it into the top 100 list of chemical parks in terms of comprehensive competitiveness nationwide, and the capacity and supporting infrastructure of these parks have seen significant improvements. The Pingdingshan Nylon New Materials Development Zone has successfully been established as a **-level green chemical industrial park, ranking 40th on the list of the top 100 chemical parks in terms of comprehensive competitiveness in China. Green and safe transformation: a clearer foundation for development. During the 14th Five-Year Plan period, Henan’s petrochemical industry will integrate green and low-carbon transformation into every aspect of its development, fostering simultaneous progress in industrial growth and ecological protection. Over the past 5 years, pollutant emissions from the petrochemical industry within the province have continued to decline, while the compliance rate with safety and environmental standards has kept rising. Seven industrial parks, including the Puyang Industrial Park, have become the first batch of chemical parks in the province to be classified as **Grade D parks with low safety risks. The deep integration of digitalization and green development has yielded significant transformation results. The automatic control rate of the main production units in key industry enterprises exceeds 95%, approximately 3 smart chemical industry demonstration parks have been established, and digital energy and carbon management systems enable precise control. In industries such as fertilizers, tires, and coatings, the proportion of green products continues to increase ； Green industries such as biodegradable materials and bio-based materials are developing rapidly, contributing to the organic integration of economic, social, and ecological benefits across the province.
