Steam pressure of the turbine

Why are the steam pressures of the turbine 9.8/4.0/1.4 MPa respectively? Is it related to the power required by the compressor?
The inlet pressure of the steam turbine is determined primarily based on the steam pressure requirements of the process system~~~~ In other words, if the system only generates steam at 0.6 MPaA, and given that the power requirements are met without the need to use a boiler, then a low-pressure steam turbine must be selected~~~~~~~~~~~~~
