Does the hollow bearing of Flowserve multi-stage pump need grouting?

A multi-stage pump designed and manufactured by Flowserve is installed on site. The pump support is hollow and has grouting holes, as shown in the figure.: It is hollow inside and you can directly see the secondary grouting layer.: The question is, does this space need to be grouted? No requirements for this grouting are found in the standards. Finally, it was confirmed by Flowserve that the section needed grouting. However, the author believes that if the manufacturing plant is designed strictly in accordance with API 610, it should be able to ensure the safe and smooth operation of the equipment even without grouting. Of course, the condition after grouting will be better.
API610 design requirements are the minimum standards and are for reference only
Grouting is needed, firstly to prevent vibrations； The second is to prevent rainwater from entering and prevent corrosion.
We also encountered this problem at the site. The leader required grouting. In API610, this is a liquid collection consideration. If it leaks, it can be collected to prevent it from dripping and contaminating the site.
