Matching issue between Roots pumps and water ring pumps

The displacement of the Roots pump should match that of the associated water ring pump. What will happen if the discharge volume of the water ring pump is lower than that of the Roots pump? For example, in a dual-pump system for water environmental protection, one of the pumps suddenly stops working.
