Taking safety valves on pipes, containers, and equipment as an example, the operating pressure is generally required not to exceed the design pressure~~However, it is also said that it can be set so as not to exceed the maximum allowable operating pressure~~It depends on which standard is adopted~~Personally, I prefer that the pressure not exceed the maximum allowable operating pressure, in order to avoid waste in design and materials~~
1. It’s an old topic; there are debates on this in the forum. 1. The maximum allowable working pressure MAWP is derived from ASME codes; due to the strong systematic nature of these codes and their self-contained structure, PV-Elite is quite mature for use in performing design calculations for ASME equipment. China’s GB standards only introduce the concept of MAWP, and its application is not yet mature; in particular, the calculation method for SW6 in China is also imperfect. 2. There are various versions of GB150, namely the 1989 version, the 1998 version, and the 2011 version. The 1998 version mentioned the maximum allowable operating pressure, but it was merely a concept with no practical application. In the 2011 version, several clauses related to MAWP sparked debate within the industry. As per clause B.3.1. 3. Not every device is related to the MAWP design calculation. In other words, when working on a device or project, two design approaches can be chosen: one is not to consider the MAWP and to follow the conventional design procedures, as in the 1989 version. One is to calculate MAWP.

Since there are two design approaches, it is up to the designer to choose which one to use; the differences between the two approaches are outlined in the attachment.
I really want to learn*, but there are too many experts, so I dare not comment. . :P
It is useful for equipment that requires pressure testing, but not for equipment that requires hydraulic testing.
