The research is quite thorough, and the hierarchy of management files is well-organized. The key lies in implementation; since each company has its own characteristics, what is suitable for one is the best choice.
The title was confusing; it originally referred to system documents. Program files and management systems are the same thing – some organizations call them management systems, while others call them program files. Divided into four levels – that’s a good idea
Those who can design the hierarchy of system documents well are truly experts; I admire them. Our organization’s system documents are also structured in this hierarchical manner, and my own requirement for myself is to know how to use them.

Different people have varying opinions. The experts who came to our company for a system audit believed that 3 layers would be sufficient, while others thought 4 layers were necessary. Personal opinion: 4 layers is better.
