Welding of the anchoring components for the anchor tank?

GB50341 states that \"the anchoring components shall be welded to the tank wall before the tank is filled with water and before pressure is applied to the water surface.\" What is the reason for this? What are the disadvantages of welding empty cans?
The main consideration is the settlement of the storage tank foundation.
