Supervision and inspection for pressure vessel manufacturing

If the pressure vessel is manufactured on-site, and the company that handles sheet metal processing is different from the company responsible for on-site welding and installation, then will the local pressure vessel inspection agency supervise and inspect the sheet metal work? ?
Specifically, check whether there are welds in the tube sections, refer to TSG 21-2016 6.1.2.1.
Individual sheet metal rolls do not require a manufacturing license, nor are they subject to inspection.
How is it possible to use two different organizations for this? If that’s the case, how can a certificate be issued? The quality control department of the welding company needs to check the dimensions and apply a stamp (for carbon steel products). Such work is very troublesome; it’s better to let them make a statement.
