I don’t think it’s necessary. According to clause 1.2 of NB/T47003.1 \"Steel Welded Atmospheric Pressure Vessels\", only requirements are specified regarding the pressure of the vessel; there is no requirement that it must be connected to the atmosphere.

A vent valve should be installed at the top of a pressure vessel at atmospheric pressure. Depending on the substances stored in the tank, if they are flammable or explosive, a flame arrester + vent valve must also be installed.
Connection to the atmosphere must be considered; for storage media that are volatile, toxic, or explosive, a vent valve (+ flame arrester) should be used, while for non-toxic media, a bend connecting to the atmosphere should be employed.
