Notice on Jointly Organizing the “First Training and Assessment Course for Pressure Vessel Design Approval Personnel (Categories A and D) in 2017”

To those concerned in relevant organizations: In line with the reform initiatives of the higher-level regulatory authorities and taking into account the needs of the industry, the Gas Pressure Equipment Committee of the China Industrial Gases Association (hereinafter referred to as the “Equipment Committee”), in conjunction with the National Technical Committee for Standardization of Boilers and Pressure Vessels, will hold the “First Training and Assessment Course for Pressure Vessel Design Approvers (Categories A and D) in 2017” in Hefei City, Anhui Province, in October 2017. The number of participants allowed for this training course is 300, on a voluntary basis. The registration deadline is October 15th, and registrations will close once the quota is reached. The details regarding registration are as follows: I. Training content: 1. Safety technical specifications and standards related to pressure vessels / Basics of pressure vessel design and materials 2. Design of pressure vessel components under stress / Requirements for manufacturing, inspection, and verification of pressure vessels 3. Heat exchangers / Spherical storage tanks, etc. 4. The examination content is listed in Attachment 1; the detailed syllabus will be provided in the course schedule. II. Training Schedule: 1. Registration date: October 22 2. Training period: October 23 to October 28 3. Exam date: Morning of October 29 4. The Evaluation Committee will no longer be able to handle design approval certificates in the future.
The notice makes it clear that \"in line with the relevant reform plans of the higher-level authorities,\" my organization will no longer hold training courses nor issue certificates. However, \"taking into account the needs of the industry,\" other associations can conduct such training courses, and you are free to \"participate on a voluntary basis.\"
The Certification Committee no longer holds training courses or issues certificates – is it still necessary to exchange certificates?
As far as I know, personal qualification certificates are still being updated normally up to now.
Strict training and assessment should be conducted for inspectors from special inspection agencies (third parties), who must work with valid certificates. The Special Inspection Agency shall organize training and assessments for third-party inspectors and issue certificates. A certified inspector from a third party conducts a safety review of the pressure vessel design documents in accordance with standards and regulations; once the review is successful, the certified inspector signs the design documents, granting approval for their use in manufacturing. Employers may only produce specific pressure vessels, so designers do not need to be experts in the design standards for all types of pressure vessel products. On the other hand, the design of specific pressure vessels requires specialized knowledge beyond standard regulations. Therefore, it is unreasonable to conduct unified training exams for pressure vessel designers, and such exams should be abolished. The training of designers from design firms and the dissemination of standards are voluntary and should not become requirements for assessment. Designers can fully acquire the relevant knowledge through self-study. On the contrary, attending a training course does not necessarily mean that one has mastered the relevant knowledge. In fact, many training courses have become a form of benefit for designers, without assuming any responsibility for the outcomes of the training.

I’m not sure what the effect of the training was, or whether it was useful at all.
